According to the report of the Provincial People's Committee at the meeting, in 2025, crimes against social order were detected in 1,743 cases (down 436 cases, down 20% compared to the same period in 2024). In which: Some types of crimes decreased significantly such as intentional infliction of injury (down 76 cases), theft of property (down 186 cases), fraud and appropriation of property (down 27 cases)...
However, murder crimes still occur a lot (50 cases), some cases of murder are extremely barbaric, causing public confusion. Property infringement crimes with acts of robbery, snatching, and fraud to appropriate property in cyberspace are still developing complicatedly, with sophisticated daily tricks. Discovering a gambling case in cyberspace with transaction amounts of hundreds of billions of VND.
Crimes and violations of the law on economic management order, corruption, and positions were detected in 307 cases (less than 284 cases), mainly trading and transporting prohibited goods and smuggled goods. Notably, a large-scale smuggling ring of motorbikes and combine harvesters from Cambodia to the province was detected; the situation of smuggling and transporting oil, fertilizers, and sand of unknown origin in large quantities in the sea area is sometimes still complicated.
Drug crimes, detected 658 cases of illegal possession, transportation, trading, and organization of drug use (more than 24 cases). The situation of transporting drugs from other localities into the province with large quantities and increasingly sophisticated operating methods and tricks has emerged. The situation of illegal drug use at conditional business establishments in terms of security, order, boarding houses... still occurs in many localities.
Although positive results have been achieved, the situation of crime and law violations is still complicated; some crimes of smuggling, transporting prohibited goods, transporting drugs, illegal entry and exit... in border areas are potentially complicated; there is still a situation of people going to Cambodia to gamble; the situation of human trafficking is still complicated; social evils still occur in some localities, in which the number of addicts and illegal drug users is still high, posing many risks of crime...
To focus on directing the effective implementation of crime prevention and law violations in 2026, the Provincial People's Committee proposed a number of key directions and tasks.
Improve the quality and effectiveness of grasping, identifying, and accurately forecasting the situation and issues related to security and order, thereby promptly taking preventive measures and fighting to avoid being passive or surprised. Focus on implementing social security policies well; reviewing and grasping the situation, taking measures to resolve disputes and lawsuits, especially cases related to land and conflicts within the people, not allowing hotspots to form and cause crime.
Deploy plans and peak periods to attack and suppress all kinds of crimes and social evils, especially to eliminate gangs and groups of criminals related to "black credit", using high technology, using hot weapons to commit crimes, murders, intentional injury, theft of property, robbery, snatching of property, gambling.
Continue to improve the efficiency and effectiveness of state management of security and order, especially residence management, management of foreigners, network security management, weapons, explosives, supporting tools; management of conditional business lines on security and order.
Promote international cooperation in crime prevention, especially with 5 bordering Cambodian provinces; regularly coordinate in exchanging and processing information, fighting and suppressing all kinds of crimes, especially drug crimes and human trafficking; ensure security and order in border areas.
Pay attention to investing resources, facilities, and funds for functional forces to prevent and combat crime; provide training and fostering to improve professional qualifications and legal skills for officials to meet work requirements. Consolidate, develop and effectively use forces to participate in ensuring security and order at the grassroots level, contributing to doing a good job of grasping the situation and solving cases right at the grassroots level, without causing complications.
