According to a document sent to the Ministry of Construction, the Ho Chi Minh City People's Committee said that the section of National Highway 1 from the border of Dong Nai province to the border of Long An province was previously converted into an urban road by the Ministry of Transport (now the Ministry of Construction) and assigned to the Ho Chi Minh City People's Committee for management according to Decision No. 2250/QD-BGTVT dated July 26, 2004.
However, in the process of implementing the Dong Nai bridge construction project and the two ends of the bridge from Tan Van intersection to the end of the Bien Hoa city bypass in BOT form, the Ho Chi Minh City Department of Construction handed over the National Highway 1 section from Tan Van intersection to Dong Nai bridge to the Ministry of Transport to serve the project construction.
By the end of 2023, the Ministry of Transport had established the people's ownership of assets under the Dong Nai bridge project and assigned the Vietnam Road Administration to manage and exploit them according to regulations. After that, the Vietnam Road Administration continued to assign Road Management Zone IV to directly manage this section.
Currently, in Ho Chi Minh City, the City People's Committee is managing National Highway 1 from the border of Long An province to Tan Van intersection with a length of about 50.4 km. The section from Tan Van intersection to Dong Nai bridge, about 1.36 km long, is still managed by Road Management Zone IV.
According to the Ho Chi Minh City People's Committee, the existence of two management agencies on the same arterial road causes difficulties in traffic organization, infrastructure exploitation and coordination in implementing key projects.
In particular, the Tan Van intersection area is currently an important intersection between National Highway 1 and the Ho Chi Minh City Ring Road 3 project - a key national transport project being implemented. This is the gateway connecting Ho Chi Minh City with the Southeast provinces, with a very large traffic volume and frequent congestion.
In the past time, to serve the construction of Ring Road 3 - Tan Van intersection, Road Management Zone IV has also temporarily handed over part of National Highway 1 and related branches to the Binh Duong Provincial Traffic Construction Investment Project Management Board (now the Ho Chi Minh City Traffic Construction Investment Project Management Board) to organize construction.
The Ho Chi Minh City People's Committee believes that the relocation of National Highway 1 section from Tan Van intersection to Dong Nai bridge, including the two Dong Nai bridges, to the City for management is necessary to ensure uniformity in traffic infrastructure management, improve operational efficiency and strengthen inter-regional traffic connection.
