An Giang - Through propaganda, it contributes to shifting the requirement to combat IUU fishing from awareness to conscious action.

From August 17 to 21, the Coast Guard Region 4 Command (BTL) in coordination with the Propaganda and Mass Mobilization Committee of An Giang Provincial Party Committee organized a propaganda, dissemination, and legal education campaign in 8 communes, wards, and special zones in the province.

The activity attracted nearly 2,000 turns of officials and people, focusing on ship owners, captains, and fishermen to participate, contributing to raising awareness and awareness of law compliance, building a responsible and sustainable fishing industry.

Reporters of Coast Guard Region 4 Command focused on disseminating practical contents directly related to fishing activities and the lives of fishermen such as the Law on the Vietnam Coast Guard; guidelines, policies, and laws on the sea and islands; regulations on combating illegal, unreported and unregulated (IUU) fishing. In particular, the propaganda force focused on introducing new regulations in Decree No. 246 dated June 29, 2026 of the Government regulating penalties for administrative violations in the field of fisheries, effective from August 18, 2026.

The dissemination of Decree 246 is implemented immediately after the document takes effect, helping ship owners, captains, and fishermen promptly grasp new regulations, clearly identify violations, legal responsibilities and proactively prevent violations in the process of fishing at sea. Thereby, contributing to shifting the requirement to combat IUU fishing from awareness to conscious actions of each ship owner, captain and fishermen.

Coast Guard Region 4 Command also distributed thousands of leaflets; presented hundreds of national flags, photos of Uncle Ho and life jackets to ship owners and captains. The unit also presented 80 gifts, worth a total of 80 million VND, to families of fishermen in difficult circumstances and policy families. These practical activities contribute to strengthening military-civilian solidarity, consolidating trust, and creating more motivation for fishermen to feel secure in going offshore and sticking to the sea in accordance with the law.

Notably, Coast Guard Region 4 Command not only disseminates legal regulations but also persistently mobilizes and explains to fishermen to understand why they must comply with the law when fishing at sea. From specific acts such as complying with regulations on licenses, journey monitoring equipment, fishing logs, fishing areas, not encroaching on foreign waters..., propaganda officers analyze the consequences for fishermen themselves, the fishing community and national prestige if IUU violations occur.

This is also the way Coast Guard Region 4 Command concretizes the spirit of early prevention, from the grassroots level, bringing the work of dissemination and legal education to the right areas, the right subjects, especially in areas with many fishermen and seafood exploitation activities.

In island communes and special zones, Coast Guard officers and soldiers also combine legal propaganda with propaganda about sea and island sovereignty, thereby helping fishermen to deeply understand the relationship between law compliance, protection of aquatic resources, ensuring livelihoods and participating in protecting the sea and island sovereignty of the Fatherland.
