Hue City People's Committee and Vietnam Post Corporation sign Cooperation Agreement

On March 21, the People's Committee of Hue City and Vietnam Post Corporation signed a Cooperation Agreement to transfer the task of guiding, receiving, digitizing records and returning administrative procedure settlement results at the One-stop-shop department at all levels in Hue City.

According to the agreement, Vietnam Post Corporation will coordinate with the People's Committee of Hue City to survey and evaluate the demand for postal services in Party agencies, authorities at all levels and people to develop an investment plan to upgrade the infrastructure of the postal network in Hue City to ensure practicality and efficiency. In particular, Vietnam Post Corporation will participate in receiving documents and returning results of handling administrative procedures of the city via public postal service. At the One-stop Departments, Post Office staff will participate in guiding and supporting individuals and organizations to carry out administrative procedures (including guiding and supporting the implementation of online public services); checking the components of documents, receiving administrative procedure documents, instructing people to pay fees and charges. At the same time, it is necessary to digitize records and results of handling administrative procedures. Post Office staff will represent the people to receive the results of administrative procedure settlement from the competent authority to transfer the documents and results to the addresses requested by organizations and people.

Vietnam Post Corporation will also promote the implementation of the provision of services such as: payment of pension regimes; Social insurance; Social protection; payment to meritorious people; payment services (receive, spend) between agencies, organizations and people; Tax collection for individuals, business households; Money transfer services; Household collection - spend... in the city.

Speaking at the signing ceremony, Mr. Nguyen Van Phuong, Chairman of Hue City People's Committee affirmed that Vietnam Post Office has a wide network and is often located in the center at all levels, making it convenient for people to transact and use postal services, especially public administrative services.

The signing of the cooperation agreement not only marks a new step forward in cooperation between the two sides but also opens up many development opportunities for post, public administration, logistics, e-commerce... contributing to the socio-economic development of Hue City.

Providing public administrative services through the public postal network, especially postal staff participating in guiding, receiving, digitizing records, and returning results of administrative procedure settlement in the whole city will contribute to administrative reform, improve the effectiveness of state management, and help people reduce time and costs when performing administrative procedures.

According to Mr. Chu Quang Hao, General Director of Vietnam Post Corporation, after nearly 10 years of implementing Decision 45/2016/QD-TTg on receiving documents and returning results of administrative procedure settlement through public postal services, Vietnam Post has received and transferred more than 100 million documents, saving tens of thousands of billions of VND to people and business organizations.

Implementing the mechanism of assigning public postal enterprises to undertake some tasks in the process of guiding, receiving, digitizing records, and returning results of handling administrative procedures at the One-stop-shop at all levels according to Decision No. 468/QD-TTg dated March 27, 2021 of the Prime Minister and Decree 107/2021/ND-CP dated December 6, 2021 of the Government, Vietnam Post has coordinated with 42 People's Committees of provinces and cities, arranging more than 400 employees to participate in receiving records to handle administrative procedures, performing some tasks at the One-stop-shop at all levels.

Mr. Chu Quang Hao, General Director of Vietnam Post Corporation, shared: Currently, the Government is piloting the model of a one-level Public Administration Service Center under the People's Committees of provinces and cities in a number of localities. The One-level Public Administration Service Center will organize Branches and Reception Points to receive documents from people and organizations. Vietnam Post has 13,000 points of service down to the commune and ward levels, in which Post staff have been well-trained, qualified, and qualified to be able to participate in receiving documents for handling administrative procedures without administrative boundaries, and are ready to guide people to perform online public services in the online environment.
