On September 23, Vice Chairman of the People's Committee of Da Nang City Tran Anh Tuan worked with Thang Truong Commune on the implementation of the National Target Program on Sustainable Poverty Reduction and activities for the new school year 2025 - 2026.
Thang Truong commune was established on the basis of merging 3 communes of Binh Nam, Binh Hai and Binh Sa. As of July 2025, the commune's population is about 24,803 people with 6,384 households, spread across 15 villages.
In a short time after its establishment, the locality has focused on perfecting the Steering Committee, Management Board and 15 Village Development Boards to organize the implementation of target programs.
Thanks to that, the results of new rural construction continue to be maintained stably when all old communes have met the standards, in which Binh Nam was recognized as an advanced new rural commune in 2024.
Up to now, the commune has 8/15 villages meeting the model new rural standards, 4 villages have a plan to complete by 2025, the remaining 3 villages have not yet developed a plan.
Poverty reduction work has also achieved many positive results. After the merger, the commune currently has 185 poor households with 220 people (accounting for 2.9%), along with 89 near-poor households with 174 people (accounting for 1.39%).
To implement the Sustainable Poverty Reduction Program, the commune has been allocated a budget of about 1.8 billion VND but has not yet disbursed due to changes in administrative units and slow capital allocation. The People's Committee of Thang Truong commune has submitted a proposal to the city to reissue it to soon implement according to the plan.
The commune also received 11 construction investment projects from the old communes, many of which have been completed or are in the process of implementation, promising to contribute to improving infrastructure to serve production and people's lives.
At the meeting, the People's Committee of Thang Truong commune proposed that the city soon decentralize authority to the commune in the appraisal and acceptance of investment projects to resolve current problems.
At the same time, pay attention to and support funding sources for localities to repay outstanding loans for basic construction; soon allocate career capital under the National Target Programs for New Rural Development and Sustainable Poverty Reduction.
Regarding education, the People's Committee of the commune proposed that the Department of Education and Training transfer additional teachers or provide funding for contracts, as well as support investment in facilities to meet teaching and learning requirements in the new school year.
In his concluding remarks, Vice Chairman of the People's Committee of Da Nang City Tran Anh Tuan acknowledged the efforts of the government and people of Thang Truong commune, suggesting that the commune should closely coordinate with departments and branches in planning work, from the commune's administrative center to the network of education, health, culture - sports, trade and services.
The locality must focus on reviewing and synthesizing all remaining tasks of the 3 communes before to develop a specific implementation plan from now until the end of the year, promptly identifying difficulties and obstacles and proposing to the city to find solutions to resolve them.
