The conference approved the Decisions to establish the Commune Civil Defense Command; Establish the Civil Defense Command Support Team; Draft Decision on assigning tasks to the Civil Defense Command; Decision on establishing a Shock Team to respond to natural disasters, incidents, natural disasters and search and rescue in Tam Xuan commune and the Plan to respond to natural disasters according to risk levels in 2025.
Tam Xuan commune was established on the basis of merging Tam Xuan 1, Tam Xuan 2 and Tam Tien communes, with a natural area of 66.49 km2, a population of 43,000 people (July 2025), divided into 23 villages, with the number of agricultural households accounting for about 80%.
The commune's terrain runs from East to West, the West is hills, forests, mountains, and uneven fields with many deep water-logged coves.
The river network of Tam Xuan commune has Tam Ky river, Truong Giang river and Ba Bau river all flowing into the sea at An Hoa gate.
Upstream, bordering Tam Xuan commune, there is Phu Ninh reservoir occupying a basin of 235 km2. Tam Xuan commune's climate has 2 distinct seasons of the year. The rainy season starts from September to December, the rainfall accounts for about 70 - 75% and often causes floods.
To strengthen natural disaster prevention and minimize damage, Tam Xuan commune requires all levels, sectors, departments, agencies and units to increase dissemination and propaganda, implementing the commune's programs, plans and documents on natural disaster prevention and control.
With the motto of quick, timely and effective response; have direction, command, and implementation in a unified, synchronous, consistent manner, closely coordinating between local authorities, units and people to ensure the set goals;
Tam Xuan commune will organize training, coaching, natural disaster response, search and rescue according to the approved plan; Supplementing means and equipment to ensure the direction, command, implementation of tasks to respond to incidents, natural disasters and search and rescue.
