Clause 1, Article 14 of the Law on Artificial Intelligence 2025 (effective from March 1, 2026) stipulates that suppliers of high-risk artificial intelligence systems have the following responsibilities:
a) Establish and maintain risk management measures and regularly review when the system has significant changes or new risks arise;
b) Manage training, testing and operation data to ensure quality within the technical capacity and in accordance with the purpose of use of the system;
c) Establish, update, and keep technical records and operating logbooks at the necessary level for assessing conformity and inspection after putting them into use; provide this information to competent state agencies according to the principle of necessity, commensurate with the purpose of inspection and not disclosing business secrets;
d) Designing a system to ensure human supervision and intervention capabilities for the system;
d) Performing the obligation of transparency and handling incidents as prescribed in Article 11 and Article 12 of this Law;
e) Perform accountability to competent state agencies for the purpose of use, operating principles at the functional description level, main input data types, risk management and control measures, and necessary contents for inspection and examination; provide users and affected parties with public information at the functional description level, operating methods and risk warnings to ensure safety in use. Accountability and information provision are not required to disclose source codes, detailed algorithms, parameter sets or information belonging to business secrets, technological secrets;
g) Coordinate with competent state agencies and implementers in inspecting, evaluating, post-inspecting and overcoming incidents related to the system.
Thus, from March 1, 2026, the supplier of high-risk artificial intelligence systems bears the above responsibilities.
