The tasks of the national university on innovation from September 2025

The Lao Dong Newspaper Legal Consulting Office replied:

Clause 3, Article 3 of Decree No. 191/2025/ND-CP stipulates the functions, tasks and powers of national universities (effective from September 1, 2025), stipulating scientific, technological and innovation activities as follows:

a) Research and provide scientific arguments to contribute to the development of orientations, policies, strategies, and plans for socio-economic development of the country, ensuring national defense, security, and international integration;

b) Organize scientific and technological activities in the fields of social sciences and humanities, natural sciences, engineering sciences and technology in the direction of interdisciplinary and interdisciplinary promotion of the development of science, technology and innovation associated with training high-quality human resources, fostering scientific and technological talents, contributing to socio-economic development;

c) Propose and implement national and ministerial science and technology programs when approved by competent authorities;

d) Develop and organize domestic and foreign scientific and technological cooperation programs on innovation activities and creative startups.

Thus, from September 1, 2025, the national university is responsible for scientific, technological and innovation activities according to the above regulations.
