Article 7 of Decree No. 272/2025/ND-CP on the determination of ethnic minority and mountainous areas for the period 2026 - 2030 stipulates the criteria for determining particularly difficult villages as follows:
Particularly difficult villages are ethnic minority and mountainous villages, with at least 02 of the following 03 criteria:
1. With a multidimensional poverty rate 4.0 times or more than the national multidimensional poverty rate; in the Mekong Delta region, the multidimensional poverty rate is 2.0 times or more higher than the national multidimensional poverty rate.
2. With less than 60% of village roads and inter-village roads hardened, ensuring convenient car travel all year round according to technical standards prescribed in road law.
3. The rate of households with electricity purchase and sale contracts is below 90%.
Thus, the principles and criteria for determining particularly disadvantaged villages in the period of 2026 - 2030 are implemented according to the above regulations.
