The Ministry of Home Affairs has issued guidance to resolve a number of difficulties and problems in implementing the 2-level local government organization model, including the content on the organization and operation of villages and residential groups.
The contents related to Village Heads and Heads of Residential Groups are stipulated in the Law on Grassroots Democracy and Decree No. 59/2023/ND-CP dated August 14, 2023 of the Government detailing a number of articles of the Law on Grassroots Democracy.
According to Section 3 of Decree No. 59/2023/ND-CP, the organization of periodic conferences of the community is regulated.
It clearly states that the Village Head and the Head of the Residential Group preside over and coordinate with the Front Working Committee in the Village and Residential Group to develop a Plan to organize periodic conferences of the community.
The content of the Plan for organizing periodic conferences of the community includes: Time, location, conference content and implementation organization.
Village heads, heads of residential groups, heads of the Front Working Committee in villages and residential groups, heads of the People's Inspectorate in communes, wards and towns directly or assign members to prepare reports to present at the Conference.
The plan to organize periodic conferences of the community is sent to the People's Committees at the commune level, the Vietnam Fatherland Front Committee at the commune level and the People's Inspectorate in communes, wards and towns for reporting and agreeing before implementation.
Village heads and heads of residential groups announce the convocation of regular conferences of villages and residential groups.
The notice of summons clearly states the time, location, content of the organization of periodic conferences of villages and residential groups; the composition of the summons to attend the conference.
The participants in the regular conference are representatives of households in the village and residential groups. The village head and the head of the residential group decide to invite representatives of the commune-level People's Committee and representatives of relevant agencies and organizations to attend the conference.
The summons must be sent directly to households no later than 5 days before the conference date in writing or through the village or residential group's communication system, through a legitimate social network application established by law by the village or residential group. If necessary, the Village Head and the Head of the Residential Group shall directly notify the household.
