Authorized by the Prime Minister, Minister of Home Affairs Pham Thi Thanh Tra signed the Government's Submission on the draft Law on Organization of Local Government (amended) to the National Assembly.
The draft Law consists of 54 articles (an increase of 4 articles compared to the current Law); expected to be considered and approved by the National Assembly at the upcoming 9th Session.
In which, the Chairman of the Commune People's Committee has 16 tasks and powers stipulated in Article 23 of the draft Law.
Notably, one of the tasks and powers of the Chairman of the Commune People's Committee stated by the Government in the Draft Law: "Responsible for managing markets, commercial centers, tourist destinations, preschool, elementary and secondary education institutions, health facilities, social welfare establishments under their competence;
Other duties and powers of the Chairman of the Commune People's Committee include:
Lead and manage the work of the People's Committee; convene and chair meetings of the People's Committee;
Lead and direct the implementation of tasks of implementing the Constitution, laws, documents of superior State agencies and of People's Councils and People's Committees at their level; inspect and handle violations in the process of implementing the Constitution and laws in the area;
Lead and be responsible for the operation of the State administrative apparatus, ensuring the unity and smoothness of the administration;
Lead, direct, urge, and inspect the work of other specialized agencies and administrative organizations under the People's Committees at their level;
Direct and be responsible for organizing the implementation of local budget estimates; effectively manage and use finance, budget sources, public assets, and infrastructure assigned in the area according to the provisions of law and decentralization of the provincial People's Committee;
Direct and organize the implementation of socio-economic development tasks, develop sectors and fields in the area; organize the implementation of State management in localities in the fields of economy, land, agriculture, rural areas, and resources;
Direct and organize the implementation of tasks on ensuring national defense, security, social order and safety in the area according to the provisions of law;
Direct and organize the implementation of policies on ethnicity and religion; preserve and promote the cultural identity of ethnic minorities and religious followers in the area according to the provisions of law;
Notably, the Chairman of the Commune People's Committee directs and is responsible for the recruitment and use of civil servants and officials in the area in accordance with the law and decentralized by superior state agencies; Decision to appoint, dismiss, mobilize and dismiss the head and deputy head of the head of specialized agencies, other administrative organizations and public non -business units under their People's Committee;
Direct and promptly handle emergency situations related to natural disasters and epidemics in the area.
Responsible for providing essential public services in the area on lighting, water supply, wastewater treatment, environmental sanitation, fire prevention and fighting according to the provisions of law.
Implement the work of receiving citizens, handling complaints and denunciations, preventing and combating corruption, negativity and waste;
Issue, abolish, amend and supplement documents issued by itself when found to be no longer suitable or illegal...
