The difference between teacher transfer and rotation

Clause 8, Article 4 of the 2025 Law on Teachers (effective from January 1, 2026) stipulates: Teacher mobilization is the transfer of teachers from one public educational institution to another public educational institution or the transfer of teachers from one public educational institution to an educational management agency at the request of a competent authority.

Clause 9, Article 4 of the 2025 Law on Teachers stipulates: Teacher transfer is the transfer of teachers from one public educational institution to another public educational institution or another agency or unit at personal request.

Thus, teacher transfer is at the request of the competent authority, while teacher transfer is at personal wishes.

In addition, teacher transfer only takes place in public educational institutions; teacher transfer can go to non-public educational institutions or outside other agencies and units.
