The difference between teachers and lecturers

The Lao Dong Newspaper Legal Consulting Office replied:

Article 4 of the 2025 Law on Teachers stipulates in this Law, the following terms are understood as follows:

1. Teachers are teachers who teach and educate on preschool education programs, general education programs, continuing education programs, university reserve programs, special education programs for people with disabilities; teaching and educating on elementary and intermediate training programs in vocational training institutions.

2. Lecturers are teachers who teach training programs from college level and above; training programs for cadres, civil servants, and public employees in schools of state agencies and political organizations; training programs for officers, non-commissioned officers, professional soldiers, workers, and defense officials; training programs for leaders and state management officials on tasks, national defense and security knowledge in schools of the People's Armed Forces.

Thus, the difference between teachers and lecturers is according to the above regulations.
