On September 3, the Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense of Quang Binh province said that it had just sent a document to relevant departments, branches and units about responding to storm No. 3 .
The unit requested localities and units to closely monitor the storm's developments; organize the counting and strict management of vehicles going out to sea, promptly notify owners of vehicles, ships and boats operating at sea of the location, direction of movement and developments of the storm so that they can proactively avoid, escape or not move into dangerous areas.
Regularly provide information on vessels to the Provincial Disaster Prevention and Search and Rescue Command and the Provincial Civil Defense Command. At the same time, prepare forces and means for rescue when required.
Latest update from the National Center for Hydro-Meteorological Forecasting, at 1:00 p.m. on September 3, the center of the storm was located at approximately 18.6 degrees North latitude; 119.1 degrees East longitude, in the eastern sea area of the North East Sea. The strongest wind near the center of the storm is level 9 (75-88 km/h), gusting to level 11, moving in a West Northwest direction, at approximately 15 km/h.
In the next 24 hours, storm No. 3 Yagi is forecast to move west-northwest at a speed of about 10km/h. At 1pm on September 4, the center of storm No. 3 was at about 19 degrees north latitude - 117.5 degrees east longitude; about 730km east of Hainan Island (China). The strongest wind near the center of the storm is level 10-11, gusting to level 13.
Regarding the impact of storm No. 3, the eastern sea area of the North East Sea will have strong winds of level 8-9, the area near the eye of the storm will have winds of level 10-11, gusting to level 13; the sea will be rough. It is forecasted that from September 4 to 6, storm No. 3 may reach a very strong storm level in the northern sea area of the North East Sea, strong winds may reach level 14, gusting to level 17 near the eye of the storm.
In the next 24 hours, the eastern sea of the North East Sea, the waves are 2-4m high, the area near the storm center is 3-5m.
