According to information from the Hai Phong Women's Union, by the end of 2025, the total entrusted debt balance managed by union levels reached 6,521 billion VND, an increase of more than 1,057 billion VND compared to 2024. The whole city has more than 92,700 households borrowing capital through 2,326 savings and borrowing groups, accounting for nearly 48% of the total social policy credit balance in the area. The average outstanding debt reached more than 70 million VND/household. The overdue debt ratio is 0.05%, the lowest among socio-political organizations receiving entrustment. In particular, 59/113 units did not incur overdue debt. Thanks to entrusted capital, union levels helped 1,464 households escape poverty and near-poverty.
Once classified as a poor household, for 10 years now, Ms. Pham Thi Van's family (Phuc Loc 1 residential group, Hung Dao ward) has gradually risen to develop the economy from capital from the Social Policy Bank. Accessing capital from 1997, up to now, Ms. Van's family has borrowed a total of 5 times with an amount of more than 214 million VND. With this amount of money, Ms. Van invested in machinery and breeds into the garden - pond - barn model on a total area of more than 10,000 m2. Along with that, she allocated a sum to invest in her children's education. Up to now, Ms. Van's family has not only escaped poverty but also belongs to a household with a stable economy in the locality.
In Gia Vien ward, the activity of receiving loan entrustment capital is also effectively implemented by the Ward Women's Union. In the first 2 months of 2026 alone, the Union disbursed loan capital to more than 70 female union members and policy beneficiaries with a maximum loan amount of 100 million VND/case. The demand for loans in the area is always high.

Striving to increase mobilization of population savings
In 2026, the Hai Phong Women's Union at all levels will closely coordinate with the Vietnam Bank for Social Policies to continue to improve the quality of entrustment activities. In which, focus on promoting new credit policies, mobilizing borrowers and members, women to participate in savings deposits; striving for each savings and loan group to increase mobilization of savings for residents by 30 million VND compared to 2025. At the same time, strengthen inspection and supervision of the activities of grassroots unions and savings and loan groups, guide the effective use of capital, and improve credit quality.
Association levels proactively advise on reviewing the right beneficiaries, coordinating handling and recovering overdue debts, limiting new debts from arising; focusing on training and professional training for officials and promoting the application of digital transformation in management and policy credit transactions.
It is known that in 2025, social policy credit activities in the city continued to affirm its pillar role in ensuring social security with impressive growth results. As of December 31, 2025, total credit capital reached more than 14,294 billion VND, an increase of 24.7% compared to the beginning of the year. A bright spot is that local budget capital entrusted to the Social Policy Bank reached 2,957 billion VND, an increase of more than 1,458 billion VND compared to the beginning of the year and completed 317% of the growth plan assigned.
Not only supporting women's union members, this capital source has been effective in supporting 67,982 turns of poor households and policy beneficiaries to borrow capital; creating jobs for 29,454 workers; helping 857 students in difficult circumstances to borrow capital for study.
