According to the reflection of people living in lane 39, Tu Lien street, Hong Ha ward, Hanoi, every day, more than 150 households in lane 39, Tu Lien street have to live in a scene of piles of garbage, emitting a strong stench and days of rain and garbage blocking the flow, causing flooding.
Prolonged environmental pollution has seriously affected people's lives, while the infrastructure renovation project has been under construction for many years.

Recorded at lane 39, the pollution situation is extremely serious. Along the ditch, household waste, material waste piled up, and stagnant prison wastewater emitted an unpleasant smell.
One of the causes of current environmental pollution is the increase in population density in recent years, along with the encroachment of some households, causing drainage ditches to narrow. According to the people's reflection, every time there is a heavy rain, water from the ditch flows up and into the house, bringing the smell of worms, flies and mosquitoes, seriously affecting the health of the elderly and children.
According to Mr. Pham Duy Vinh ( pho pho truong of residential group No. 9), environmental pollution has not stopped, flooding has made the lives of households more miserable. Specifically, during the heavy rain in early August, wastewater from the ditch flooded into people's homes nearly a meter, many families had to move their belongings up high, all of which were damaged.
"The wastewater rose, making it very difficult for people to move in the alley, especially children and the elderly. In addition to bad breath, the risk of skin diseases and respiratory diseases is always lurking, said Mr. Vinh.
During each prolonged heavy rain, the wastewater flooded from Phu Thuong through Nhat Tan, Quang An, causing the area of Lane 39 to be heavily flooded. The situation became more serious after the Cluster Nam lagoon embankment project was implemented since the beginning of 2025 but construction was not synchronous.
People in alley 39 were upset and said that the project was initially announced to be completed within 300 days, but upstream areas have only been fenced with corrugated iron and construction is slow, while the area of alley 39 has only been fenced off and left unfinished, causing frequent flows to stagnate.

A representative of the People's Committee of Hong Ha Ward, Hanoi City said that the local government has received feedback from people about unfinished construction projects leading to flooding, environmental pollution and littering.
After receiving the feedback, the ward's Infrastructure Economic Department checked the status and contacted Hanoi Drainage Company to clear the flow. However, due to the high flood water and slow withdrawal, it took a day to recover all. Meanwhile, the poor drainage system, degradation, combined with slow project implementation have seriously affected people's lives.
Regarding the ditch project, Mr. Le Hong Thang - Chairman of Hong Ha Ward People's Committee, said that he is reviewing the list assigned by Hanoi City to remove obstacles. The ward will continue to review and inform about the handling plan, gradually solving people's problems.
