According to the indictment, the defendants are former leaders of the Vietnam Register, leaders of departments, and leaders of many registration centers and branches, and unified in directing subordinate registrars and staff working at Centers and branches receive money from car and ship owners. Thereby ignoring errors, ignoring conditions on quality, technical safety, labor safety, environmental protection... in registration and appraisal of design documents.
However, Tran Ky Hinh, Dang Viet Ha (both former Directors of the Vietnam Register), and Nguyen Vu Hai (former Deputy Director of the Vietnam Register) did not properly carry out their responsibilities and duties. policy of violating regulations and accepting exceptionally large amounts of bribes. This leads to systematic, long-term violations and negative actions at offices under the Vietnam Register, many registration centers, and registration branches across the country.
The indictment determined that defendant Tran Ky Hinh received bribes of more than 7.1 billion VND and took advantage of his position and authority in approving and issuing capacity notices for 63 unqualified shipbuilding facility applications.
Defendant Dang Viet Ha must bear criminal responsibility for all bribes received by subordinates of 40 billion VND, of which defendant Ha personally received 8.5 billion VND.
