On May 8, Dong Da District People's Committee held a conference to collect opinions from agencies, organizations, individuals and communities on the detailed planning project for the renovation and reconstruction of 36 old apartment buildings. According to the proposal, these projects will be built into high-rise apartments to serve on-site resettlement for residents, while combining the commercial purposes of the investor.
Vinh Ho apartment complex consists of 36 buildings, located in Thinh Quang (27 buildings) and Trung Liet (9 buildings), with a total of 1,938 apartments and a population of more than 14,000 people. The project's research scope is about 22 hectares, including 1,300 townhouses.

Most of these buildings were built 40 - 50 years ago and are currently seriously degraded due to lack of repair and maintenance. The situation of expanding and renovating people's amenities also causes unsafety. The townhouses interspersed in the apartment complex have many narrow alleys and lack of light.
Dong Da District People's Committee has coordinated with the Department of Planning and Architecture and Hanoi Institute of Construction Planning to study and prepare a planning project with the orientation of rebuilding all 36 buildings into 40-storey buildings. Of which, part of the area is for on-site resettlement for residents, the rest is for investors exploiting commercial services (no housing functions).
Compensation and support policies are applied according to current regulations. Specifically, apartments on the first floor are calculated with a compensation coefficient K = 2, from the second floor onwards, the coefficient K = 1.5. The average area of each renovated apartment is about 70m2.
In addition to rebuilding buildings, the project also proposes to renovate and expand routes, increasing the ability to connect internal traffic and with neighboring areas. The planning area has an urban railway line No. 2A in operation, with two stations (Lang station and Yen Lang station). The buildings will have basements for parking to serve residents and surrounding works.
At the conference to consult, only 4 people spoke, mainly related to the K coefficient. They thought that most of the old apartments were only about 35m², if the coefficient of K = 1.5, the area after renovation does not reach 70m². People ask whether to buy the lack of area and how to calculate the price. Some opinions are also concerned that the progress lasts up to 10 years will affect the elderly.
The representative of the District People's Committee said that the above opinions and comments received in the next 30 days will be compiled, explained and submitted to the Department of Planning and Architecture, the City Planning Appraisal Council for consideration and submission to the Hanoi People's Committee for approval.
Dong Da is the district with the largest number of old apartment buildings in the capital, with 12 areas, 517 buildings, occupying 18.6% of the natural land area, and is home to about 57,700 people (15.6% of the district's population). It is expected that in 2025, the district will continue to collect public opinions on planning projects in 7 areas: Kim Lien, Trung Tu, Khuong Thuong, Hao Nam, 30-32 Hao Nam, Vinh Ho and Nam Dong.
