On October 5, Do Son District Police (Hai Phong) said that the unit is urgently investigating the case of two fishermen, Nguyen Van Ph and Nguyen Van G - Mr. Ph's son, who were beaten by a group of thugs, causing broken bones and serious injuries.
The assault happened at sea, according to what the victim said and the injuries on his body, showing that the thugs had a great disregard for the law and the lives and health of others.
On the night of September 29, Mr. Ph and his son were exploiting white clams near the Dragon Hill project area when a group of people carrying iron rods, knives, and swords, riding on two motorboats, attacked, assaulted, and sank the family's fishing boat.
The boat sank, Mr. Ph and his son were scared and swam to shore, but the thugs used a boat to chase them. Mr. Ph begged for his life, but the thugs still dragged him onto a motorboat, took him to a boat parked at sea, and continued to assault him. After beating him, they took Mr. Ph to shore, left him at the embankment of the Dragon Hill project, and then left.
Mr. Ph suffered three broken ribs, a broken left hand, a broken right hand, and a broken shin bone. If emergency treatment was not provided in time, Mr. Ph would not have survived. Therefore, this must be considered an act of intentional homicide, except that the victim was not dead yet.
Why did thugs attack an honest fisherman and his son? The answer lies with Hai Phong authorities. But from the details of the incident, it shows that a gang of "long-headed warlords" appeared on the sea in Hai Phong.
It is said to be a "long-headed" gang at sea because not only Mr. Ph and his son, but also at 1:30 a.m. on September 30, in the alluvial area of the Van Uc River estuary, 4 fishermen were exploiting white clams when they were also attacked by a group of people who cursed and threatened Mr. Ph and his son, forcing these fishermen to leave.
Another group of fishermen were also chased by this gang of thugs. One was assaulted, beaten, and fell into the water. If his fellow fishermen had not risked their lives to save him and take him to the hospital, it would be hard to say what would have happened. So what is not intentional murder?
The above incidents in Hai Phong sea are similar to the thugs who formed gangs to act as "long-headed captains" in Kien Giang and Ca Mau seas, bullying honest fishermen. These gangs "planned" their own sea areas to manage, and fishermen were not allowed to fish or buy seafood in their waters.
Last June, the Investigation Police Agency of An Minh District Police (Kien Giang Province) temporarily detained thugs at sea in Kien Giang, along with the officers protecting them.
Honest fishermen in Hai Phong are waiting for justice to be restored at sea.
