The act of using a helmet to beat someone and tearing a woman’s clothes by Ho Ngoc Bich T and Nguyen Thi Ngoc Q in the above incident will certainly be handled by the authorities according to regulations. And this is an important form of deterrence regardless of the cause of the violent act.
But to prevent it completely, we need long-term solutions, including educating on lifestyles that promote humane values and respect for the law, while strengthening propaganda measures to raise public awareness of personal responsibility in reducing violence and developing a civilized society.
There is a notable detail in the incident in Can Tho. At the time the woman was beaten and her shirt was torn, a group of people gathered to watch, using their personal phones to record a video (later, this clip spread on social media), instead of stepping in to stop it.
This first of all shows the community's indifference and lack of responsibility towards violence, taking pleasure in watching violence instead of preventing it.
Next, it is known that the clips recorded in these cases can be one of the important evidences for the police to handle, however, if not careful, to spread on social networks, it will easily lead to violations of the law according to Article 31 of the 2005 Civil Code and Article 21 of the 2006 Law on Information Technology on collecting, processing and using personal information on the network environment.
Accordingly, the act of posting, sharing, or distributing images without permission, seriously offending the dignity or honor of others, if not causing serious consequences, will be subject to an administrative fine of 10 to 20 million VND.
Therefore, Can Tho City Police, on the one hand, recommends that people do not post, share, or disseminate on the internet images and videos related to the above incident. On the other hand, it is also necessary to consider handling some subjects if there are violations to set an example for many other similar incidents.
Violence will certainly decrease when we all stop being indifferent, obey the law, and unite our views and actions in the face of injustice.
