The Ministry of Health received an official dispatch from the Petition Committee - National Assembly Standing Committee, requesting a response to the petition of voters in Quang Ngai province on the development of a special salary table for the health sector.
Voters proposed that special factors such as longer training time, high work pressure, toxic and dangerous working environment should be taken into account. At the same time, it is proposed to supplement seniority allowances, increase starting salaries for doctors and masters who have just graduated and increase on-duty pay for medical staff.
Responding to voters, Minister of Health Dao Hong Lan said that the Ministry has reported to the Central Steering Committee on salary policy reform, proposing to arrange salaries to level 2 for the titles of doctor, preventive medicine doctor, and pharmacist immediately upon recruitment. At the same time, the Ministry is drafting a Decree on a number of special allowance regimes, including on-duty and anti-epidemic allowances for medical staff in villages and hamlets. This Decree is expected to be submitted to the Government in June 2025.
The Ministry of Health has also submitted a proposal to the Ministry of Home Affairs on adding main doctors, main preventive medicine doctors, and main pharmacists to Group 3 and adding doctors, doctors, and pharmacists to Group 5. This is to accurately reflect the characteristics of the medical industry with long training time, high professional requirements and a risky working environment. However, this content is still waiting to be considered.
In addition, Minister Dao Hong Lan said that the Ministry of Education and Training is drafting a Decree on inter-level training in higher education, which includes specific regulations for the health sector. The Ministry of Health will propose a policy of inter- doctor training for communes and districts in disadvantaged areas and specialized areas such as tuberculosis, leprosy, psychiatry, forensic medicine, and pathology.
The Ministry of Health affirmed that it will continue to recommend the above contents to the Government, the Prime Minister and relevant agencies to improve salary and allowance policies for the health sector.
