Cadres, civil servants, and public employees (CBCCVC) working in state agencies, political organizations, the Vietnam Fatherland Front, socio-political organizations, and public service units with full state budget guarantees under the management of the City will receive additional income based on their capacity and work efficiency.

Currently, cadres, civil servants and public employees in Hanoi are applying outstanding policies under the Capital Law 2024. To implement this regulation, the Hanoi People's Council issued Resolution 46/2024/NQ-HDND. Accordingly, the plan to pay additional income is as follows:
- 0.5 times the basic salary fund to pay additional monthly income to all existing cadres, civil servants and public employees of the agency or unit that is eligible according to the salary coefficient of current salary scale and position.
- 0.3 times the remaining basic salary fund to pay additional income at the end of the year for cadres, civil servants and public employees of the agency or unit who are assessed and classified annually from completing tasks or higher.
Previously, the National Assembly passed Resolution 159/2024/QH15 deciding not to increase public sector salaries in 2025. Therefore, the current basic salary is still maintained at VND 2,340,000 according to the provisions of Decree 73/2024/ND-CP.
According to Article 3 of Circular 07/2024/TT-BNV, salaries of civil servants and public employees are calculated by the following formula:
Salary = Basic salary x Salary coefficient.
According to the provisions of Table 2 and Table 3 of Decree 204/2004/ND-CP, amended in Decree 17/2013/ND-CP, the Salary table for cadres, civil servants and public employees is being implemented as follows:
- Class A cadres and civil servants have the highest coefficient of 8 and Class C civil servants have the lowest coefficient of 1.35.
- Type A cadres and civil servants have the highest coefficient of 8 and type C cadres and civil servants have the lowest coefficient of 1.5.
Thus, the Additional Income of Hanoi employees is calculated according to the following formula:
Additional income = Salary coefficient x Basic salary x Additional coefficient
Thus, the highest salary increase for civil servants and public employees can be up to more than 9 million VND/month, depending on the specific salary coefficient and increase coefficient.
Note: The specific additional income level will be determined based on the detailed regulations of Hanoi City and the results of the work efficiency assessment of each employee.
