It is expected to adjust the base salary to 2.527 million VND/month from July 1, 2026, an increase of 187,200 VND compared to the current level.
According to regulations, the current health insurance contribution level is calculated at 4.5% of the base salary. When the base salary increases to 2,527,200 VND/month, the health insurance contribution amount of some groups of subjects also increases correspondingly.
Household groups are considered the most clearly affected subjects. With the new base salary, the first person in the household will pay about 113,700 VND per month, equivalent to more than 1.36 million VND per year. The next members are gradually reduced according to the regulated ratio: the second person pays 70% of the first person's level, the third person pays 60%, the fourth person pays 50% and from the fifth person onwards pays 40%.
In general, the cost of health insurance participation for each member of the household is expected to increase by about 50,000 - 100,000 VND per year compared to the present.

Meanwhile, students are almost not greatly affected thanks to the state budget increasing the support level to a minimum of 50%.
According to calculations, this group is expected to contribute about 56,800 VND per month, an increase of more than 4,200 VND compared to the current level.
In addition, the State continues to strongly support vulnerable groups. Near-poor households in difficult communes are still paid 100% of their health insurance card purchase costs by the budget. Ethnic minorities are also supported at least 70% of the contribution level.
According to statistics, the whole country currently has more than 95.5 million people participating in health insurance, reaching a coverage rate of about 94.2% of the population. Each year, about 40 million people use health insurance cards for medical examination and treatment with a total of 186 million visits, on average each person goes for examination about 4.5 times.
