Decree 188/2025/ND-CP detailing and guiding the implementation of a number of articles of the Law on Health Insurance will take effect from August 15, 2025, clearly stating the contribution rate and health insurance support policy for students.
According to the Decree, the State will support at least 50% of the health insurance contribution level for groups of subjects specified in Points b, c, dd, e and h, Clause 4, Article 12 of the Law on Health Insurance, including: near-poor households; students; security and order protection forces at the grassroots level; farming, forestry, fishery, and salt-making households with an average living standard; medical staff and village midwives; non-professional workers in villages and residential groups; ethnic minorities in communes who have escaped special difficulties; people's artisans, excellent artisans; and human trafficking victims.
For students - a vulnerable group when having health problems - this minimum support level of 50% is significantly higher than the previous 30% level, helping to reduce the financial burden on families, especially in rural and mountainous areas.
According to Clause 5, Article 6 of Decree 188/2025, the monthly health insurance contribution rate for students is 4.5% of the basic salary.

Students, students or parents or guardians will pay their responsibilities periodically, 6 or 12 months to the social insurance agency.
If studying at an educational or vocational training institution under a ministry or central agency, the support will be paid by the central budget.
If studying at another educational institution, the local budget where the school is headquartered will support, including the central budget support (if any), regardless of the permanent residence of students.
periodically, the social insurance agency will compile the issued health insurance cards, the collected money from students and the support budget to transfer funds to the health insurance fund according to regulations.
