On September 3, the Office of Thanh Hoa Provincial People's Committee said that Mr. Mai Xuan Liem - Standing Vice Chairman of the Provincial People's Committee has signed a decision approving the investment policy for the Ham Rong Ward General Hospital project with the form of investor selection according to the provisions of the law on bidding.
The project has a land use area of about 8,351.4m2, invested and built according to the 1/500 detailed plan approved by Thanh Hoa City People's Committee in Decision No. 2808/QD-UBND dated March 26, 2025.
According to the plan, the hospital project includes 25 above-ground floors and 2 basements. In addition to the main hospital block, the project also has a 5-story parking garage; oxygen house, security house, wastewater treatment tank operating house, power station, pumping station and green tree system, transportation, water supply and drainage, electricity supply and lighting.
The total estimated investment capital of the project is about 889.376 billion VND. The selected investor must mobilize 100% of legal capital to implement the project.
Thanh Hoa Provincial People's Committee noted that the above capital level is expected, as a basis for organizing the selection of investors, not used to calculate land use fees, land rent and financial obligations related to land.
The total actual investment capital will be determined based on the project implementation volume and the investment finalization evaluation report as prescribed.
The project's operating period is 50 years, calculated from the date the investor is decided to allocate land, lease land or change land use purpose.
The project must be completed and put into operation no later than 48 months from the time the investor is handed over land on the ground by the State.
According to the decision, the project's objective is to build a synchronous hospital in terms of facilities, equipment and human resources, meeting the needs of medical examination and treatment, contributing to reducing the burden on upper-level public hospitals.
The Provincial People's Committee also clearly stated that the name "Ham Rong Ward General Hospital" is the project name belonging to the list of land plots for bidding for land-using investment projects, not the legal name of a public health unit in the ward.
Thanh Hoa Provincial People's Committee requests the investor to complete procedures for investment, construction, environmental protection and land use before deploying construction.
Notably, the Provincial People's Committee requested the investor to commit that in case the project is delayed due to the investor's fault, the State will revoke the project and the investor will not be compensated for related costs.
