On December 19, 2025, the Ministry of Health held the inauguration ceremony of the construction of Bach Mai Hospital facility 2 and Viet Duc Friendship Hospital facility 2 in Ninh Binh. These are two key national health projects, invested modernly and on a large scale to reduce the burden on central hospitals and improve the quality of medical examination and treatment.
The project implementation process faced unprecedented difficulties due to problems with mechanisms, changes in legal regulations and the impact of the COVID-19 pandemic.
The inauguration is an important step to put hospitals into operation. However, after half a year, the second facilities of the above hospitals have not been operating. Minister of Health Dao Hong Lan explained: although Bach Mai and Viet Duc Hospitals, facility 2, have basically completed construction and have modern facilities "like 5-star hotels", they have not yet been able to operate due to a series of legal and procedural obstacles that have lasted for many years.
According to the Minister, the two projects have been backlogged for nearly 10 years, and violations have arisen right from the contract signing stage. Functional agencies must both handle old problems and complete procedures on fire prevention and fighting, construction quality acceptance, environment, radiation, finalization and legal requirements according to new regulations.
