Revised Electricity Law Project: Eliminate cross-subsidy, bring electricity prices towards the market

After nearly 20 years, the Electricity Law has been amended and supplemented four times but still has some limitations, including the cross-subsidy mechanism for electricity prices. Therefore, experts believe that with three major contents, the amended Electricity Law, when passed, will resolve these shortcomings.

The Government's desire to pass the Electricity Law (amended) under the one-session process this time is legitimate and urgent. Because this is a very important law project, affecting many areas of the economy, including the unreasonable cross-subsidization of electricity prices that has existed for 10 years now, with the price of electricity for households often being higher than the price of electricity sold to manufacturing enterprises. This not only causes injustice to consumers, but also distorts the electricity market, when the retail price of electricity does not fully reflect production costs and has not created signals to attract investment in this industry.
