The move is aimed at holding an election in Ukraine after President Volodymyr Zelensky's term officially ends in May 2024.
RT reported that speaking to the sailors of the Arkhangelsk nuclear attack attack on the evening of March 27, Mr. Putin emphasized that Moscow does not see the possibility of signing any agreement with Kiev in the current situation, because "there could be another leader tomorrow," he explained.
Mr. Putin mentioned the United Nations peacekeeping model, which has applied an outside management or temporary government model in similar cases.
President Putin said that the international community should play a supporting role in organizing the election to help Ukraine have a truly stable government and gain the trust of the people. Only then can the new Ukrainian government negotiate with Russia and sign a global, sustainable peace agreement.
However, he also emphasized that this is only an option that can be considered. We have always supported a peaceful solution, even in this conflict, but not at our own price, Putin affirmed.
The US has recently agreed a temporary 30-day ceasefire between Ukraine and Russia, specifically to deter attacks on energy infrastructure.
Although President Zelensky publicly supported the ceasefire, the Russian Defense Ministry accused Kiev of repeated violations, deliberately undermining US President Donald Trump's efforts for reconciliation.
Kremlin spokesman Dmitry Peskov said Moscow would still comply with the deal, calling it a positive diplomatic advance for the Trump administration.
Meanwhile, the US has also held separate meetings with Russian and Ukrainian delegations in Saudi Arabia, with Moscow expressing its willingness to restore the Black Sea legs - an agreement funded by the United Nations and Turkey but due to expire in 2023.
