Concluding the Conference, Party Central Committee member, Hai Phong City Party Secretary Le Tien Chau emphasized: Based on the proposal of the Standing Committee of the City Party Committee, the City Party Executive Committee agreed and decided to: Merge the City Party Committee's Propaganda Department and the City Party Committee's Mass Mobilization Department into the City Party Committee's Propaganda Department and the City Party Committee's Mass Mobilization Department; Merge Hai Phong Newspaper and Hai Phong Radio and Television Station into the Hai Phong City Press and Communication Center.
Agree on the policy for the City People's Council to resolve: Merge the Department of Planning and Investment and the Department of Finance to establish the Department of Finance; Merge the Department of Transport and the Department of Construction to establish the Department of Construction; Merge the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development to establish the Department of Agriculture and Environment; Merge the Department of Information and Communications and the Department of Science and Technology to establish the Department of Science and Technology; Merge the Department of Labor - Invalids and Social Affairs and the Department of Home Affairs to establish the Department of Home Affairs; Merge the Department of Culture and Sports and the Department of Tourism to establish the Department of Culture, Sports and Tourism.
Agree to maintain the current organizational model of the Department of Foreign Affairs.
Also based on the conclusion of the City Party Executive Committee, relevant agencies, units and localities are assigned to urgently complete, amend and supplement institutions to ensure that agencies in the city's political system operate according to the new organizational model from March 1, 2025.
According to the Secretary of the Hai Phong City Party Committee, as of February 10, through initial statistics from the City Party Committee's Organization Board, the city has 34 leading officials under the management of the City Party Committee's Standing Board who wish to retire early. Basically, all of them wish to retire from March 1, 2025 to facilitate the city in arranging and assigning officials.
“In particular, among the above comrades, there are comrade Dao Khanh Ha - Head of the City Party Committee's Propaganda Department and comrade Le Ngoc Tru - Secretary of the Hong Bang District Party Committee; comrade Le Khac Nam - Vice Chairman of the City People's Committee who volunteered and set an example in implementing the policy of the Standing Committee of the City Party Committee. Comrade Dao Khanh Ha proactively met with the Secretary of the City Party Committee to express his wish to retire early, creating favorable conditions for the work of reorganizing the apparatus before the time the Standing Committee had a policy. Comrade Le Ngoc Tru and comrade Le Khac Nam, although not in the group of people who are eligible for early retirement to serve the reorganization of the apparatus, volunteered to retire early from March 1, 2025 to create opportunities for young cadres to contribute, demonstrating their seniority and responsibility in guiding the young generation of the city" - Secretary of the Hai Phong City Party Committee Le Tien Chau said.
Among the 34 leaders who asked for early retirement, there were 2 Party Secretaries at the district level; 4 Heads of units equivalent to the department level. Of which, the Secretary of the Party Committee of the City's Enterprise Bloc and the Standing Committee member of the Party Committee of the City's Agencies Bloc and the Party Committee of the City's Enterprise Bloc, although they still had more than 5 years of work, asked for early retirement according to the encouragement policy of the Standing Committee of the City Party Committee.
The Secretary of the Hai Phong City Party Committee, on behalf of the City Party Committee, acknowledged and commended the pioneering, exemplary spirit and responsibility of the 34 comrades who accepted to sacrifice personal interests for the common interests of the City Party Committee. "This is something very precious and needs to be honored, an example for cadres and party members in the entire political system of the city to learn, behave and act" - Secretary Le Tien Chau said.
