This afternoon (6.6), in Hanoi, the Office of the President held a press conference to announce the President's Order on the Ordinance amending and supplementing Article 10 of the Population Ordinance that was just approved by the National Assembly Standing Committee (NASC) at the 46th Session on June 3, 2025.
At the press conference, on behalf of the drafting agency, Deputy Minister of Health Nguyen Thi Lien Huong summarized a number of key contents of the Population Ordinance.
The Deputy Minister of Health said that the important and breakthrough new regulation of the Ordinance is: Amend and supplement Article 10 of the Population Ordinance as follows:
Article 10. Rights and obligations of each couple and individual in implementing family planning and reproductive health care.
1. Decide on the time of giving birth, the number of children and the distance between births appropriate to the age, health status, learning conditions, work, income and raising children of the couple and individuals on an equal basis.
2. Protect health, implement measures to prevent reproductive tract infections, sexually transmitted diseases, HIV/AIDS and implement other measures related to reproductive health care".
According to the Deputy Minister of Health, this amendment aims to overcome the difference in birth rate between regions and subjects, avoiding the reduction in birth rate being too low, not reaching the replacement birth rate, which can negatively affect sustainable development of the socio-economy, security and national defense in the future. Amending regulations on the number of children is one of the contents to maintain replacement fertility, avoiding further decline in fertility in the coming time.
In addition, according to the Deputy Minister of Health, the implementation of the Ordinance basically does not create new human resource and financial needs for implementation.
In addition, to effectively, promptly and synchronously implement the provisions of the Ordinance, ministries, branches and localities proactively organize propaganda and dissemination of the content of the Ordinance to agencies, organizations and people to clearly understand the content and significance of the amendment, thereby implementing legal regulations well.
The timely promulgation of the Ordinance affirms the determination of the Party, State and the whole society in population work, aiming to firmly maintain the replacement fertility level, improve the quality of the population, and contribute to the rapid and sustainable development of the country in the new period - Deputy Minister Nguyen Thi Lien Huong emphasized.
Previously, according to the provisions of Article 10 of Decree on Population 06/2003/PL-UBTVQH11, which was amended and supplemented by Decree No. 08/2008/PL-UBTVQH12: "The rights and obligations of each couple and individual in implementing the population mobilization and family planning, reproductive health care:
1. Deciding on the time and distance of giving birth;
2. Having one or two children, except in special cases as prescribed by the Government;
3. Protect health, take measures to prevent reproductive tract infections, sexually transmitted diseases, HIV/AIDS and perform other obligations related to reproductive health.
