On May 5, the Government Office issued Notice No. 199/TB-VPCP conveying the concluding comments of Prime Minister Pham Minh Chinh at the Conference on human resource development for the semiconductor industry.
In particular, the Prime Minister emphasized that the 13th National Party Congress determined to develop the country quickly and sustainably based on science, technology, and innovation. The Party and State determined 3 strategic breakthroughs, including a breakthrough in human resource training.
The consistent viewpoint in national development is to take people as the center, the subject, the resource, and the driving force for development. Developing the semiconductor industry is an objective requirement, a strategic choice, and a priority in the development of science and high technology; it will promote the development of other supporting industries.
Conclusion No. 64-KL/TW dated October 18, 2023 of the 8th Conference of the 13th Party Central Committee on socio-economic development in 2023-2024 requested: "Focus on training 50-100 thousand high-quality human resources for the semiconductor chip manufacturing industry by 2025 and 2030".
Focus on 5 pillars
In Notice No. 199/TB-VPCP concluding the above meeting, the Prime Minister requested that the development of the semiconductor industry must focus on 05 pillars, including: Infrastructure development; Building and perfecting institutions, mechanisms, and policies; Human resource training; Resource mobilization; Building an ecosystem for the development of the semiconductor industry.
Vietnam has established the National Innovation Center (NIC), High-tech Parks in Ho Chi Minh City, Hanoi, Da Nang and many concentrated information technology parks.
Vietnam has about 240 universities, of which nearly 160 have technical training majors, capable of converting to train semiconductor human resources; there are 35 training facilities currently training majors related to the semiconductor industry.
Many IT enterprises are planning to develop in this field (Viettel, VNPT, FPT, CMC...), can coordinate and support in training human resources as well as use human resources through this training.
Localities such as Ho Chi Minh City, Hanoi, Da Nang, Bac Giang, Hai Phong, Quang Ninh, etc. have all shown their determination to attract, facilitate and devote many resources to developing semiconductor human resources as well as building an ecosystem for the semiconductor industry.
Vietnam has signed a Memorandum of Understanding with the United States on developing the semiconductor industry ecosystem, emphasizing cooperation in developing human resources for the industry. Leading corporations (NVIDIA, Samsung, Synopsys, etc.) are also interested in and oriented towards research, investment, development, and building a semiconductor manufacturing "base" in Vietnam.
Training human resources for the semiconductor industry is "a breakthrough of breakthroughs"
The Prime Minister also requested that it is necessary to clearly define viewpoints, tasks, and key solutions to achieve the goal of training human resources for the semiconductor industry.

In terms of perspective, first, it is necessary to consider human resource training for the semiconductor industry as a "breakthrough of breakthroughs" in training high-quality human resources.
Second, diversify training types such as: Basic training, retraining, conversion training, skills training, engineer training, doctoral training, domestic and foreign training, training through production and business.
Third, diversify resources for training to serve the semiconductor industry, including state, social, and people resources, promote the relationship between state - society - market, and promote public-private cooperation in training.
Regarding tasks and solutions, the Prime Minister emphasized the need to perfect the institution for training semiconductor human resources with preferential and specific mechanisms and policies.
Focus on investing in infrastructure to serve semiconductor human resource training, including training facilities, schools, laboratories, production sites, etc. Training teachers and lecturers, developing appropriate programs and curricula.
Develop both asymptotic and breakthrough training methods, both short-term and long-term. At the same time, mobilize and diversify resources from the State, schools, businesses, and public-private partnerships.
Flexibility in human resource training
The Prime Minister directed and requested ministries, branches, levels, localities, enterprises, universities, and related entities, based on their functions, tasks, and powers, to proactively, actively, and flexibly develop plans and effectively organize the implementation of specific solutions to develop the semiconductor human resources industry.
Regarding specific tasks, the Prime Minister assigned the Ministry of Planning and Investment to review, complete and submit to competent authorities for approval the Project "Developing human resources for the semiconductor industry to 2030, with a vision to 2050" with appropriate mechanisms and policies; coordinate with localities in implementation; attract foreign investment to develop the domestic semiconductor industry.
The Ministry of Information and Communications will urgently submit to the Prime Minister for approval the Strategy for developing Vietnam's semiconductor industry to 2030, with a vision to 2050, in the second quarter of 2024.
The Ministry of Education and Training plans to train 50,000-100,000 high-quality human resources for the semiconductor industry; develop cooperation plans, programs, and curricula; guide training and research institutions to open additional training majors.
The Ministry of Science and Technology promotes research, development and technology transfer to enterprises in the semiconductor chip sector; directs and guides the implementation of scientific and technological tasks in the semiconductor industry.
Universities and vocational training institutions proactively participate and enhance cooperation and association with businesses in research, ordering, and training; promote international cooperation in training...
