The Government Office has just issued Notification No. 363/TB-VPCP dated August 6, 2024, concluding the results of the 8th meeting of the Government's Steering Committee for Administrative Reform (CCHC).
Prime Minister Phạm Minh Chính - Chairman of the Steering Committee - requires that in the coming time, the urgent review and determination of the bottlenecks in the institution, mechanism, and policy that hinder the CCHC activities, and propose specific solutions to remove them.
Priority should be given to solving urgent, pressing, difficult, and complicated issues of citizens and businesses.
The ministries, sectors, and localities should accelerate the progress of issuing regulatory documents, particularly those related to the implementation of laws passed at the 7th session of the 15th National Assembly.
Intensify the review and propose solutions for handling regulations that are inconsistent, overlapping, outdated, or not in line with practical realities; review and propose solutions for reducing and simplifying business-related permits. Continue to decentralize and delegate authority, accompanied by the allocation of resources, and strengthen supervision and inspection.
At the same time, focus on implementing the reorganization of administrative units at the district and commune levels from 2023 to 2025, striving to complete the task by September 2024; ensure stability in the organization to enable localities to hold Party congresses at all levels in 2025 in accordance with the Resolution and Conclusion of the Party Central Committee, the National Assembly's Resolutions, and the Government's Decisions.
Focus on reviewing, amending, and perfecting mechanisms, policies, and procedures to resolve "bottlenecks" in terms of legality and resources, creating conditions to promote disbursement of public investment capital in the last months of 2024.
Urgently allocate public investment capital by August 2024 and promote disbursement of public investment capital above 95%; thereby creating a growth momentum and promoting domestic consumption.
Implement surprise awards for individuals and collectives with outstanding achievements in CCHC work in the first six months of 2024 in accordance with the Law on Emulation and Reward and the guidance of the Ministry of Home Affairs.
Enhance information and communication about CCHC, like the lessons learned, and note the communication about the difficulties and challenges in practical implementation and effective solutions, as well as international experience in CCHC work.
Regarding the 4 localities implementing the pilot model, the Prime Minister requires the People's Committees of Hanoi, Ho Chi Minh City, Binh Duong Province, and Quang Ninh Province to organize the implementation of the One-Stop Service Center model directly under the People's Committee at the provincial level, following the one-door and one-link mechanism, piloted from September 2024, and to conduct a preliminary review and evaluation by the end of 2025.
The Prime Minister assigns the Ministry of Home Affairs to review in order to fully institutionalize and ensure consistency with the Regulation No. 148-QĐ/TW of the Party Central Committee on the authority of the head to temporarily suspend work for officials under them in cases where necessary or when there are signs of serious violations of Party regulations and State laws, and to report to the Prime Minister in the third quarter of 2024.
Organize the implementation, guidance, and supervision of the implementation of the reorganization of public non-business units; complete the reorganization of administrative units at the district and commune levels by September 2024.
Enhance the inspection of CCHC at ministries, sectors, and localities, combined with the inspection of specific topics on certain fields; guide ministries, sectors, and localities to implement emulation and reward activities for achievements in CCHC work, to be completed by August 2024.
