Concluding the meeting, the Deputy Prime Minister requested to urgently remove difficulties and obstacles regarding investment procedures for items of component projects, especially component project 4; At the same time, there is connection, synchronous coordination, and smooth progress between component projects.
Requesting to clearly state the cause, especially the implementation capacity, and propose solutions, the Deputy Prime Minister assigned the Ministry of Transport (MOT) to establish a working group including representatives of the Civil Aviation Authority of Vietnam, the General Department of Transport, and the Ministry of Transport. Airports Company of Vietnam (ACV), Ministry of Planning and Investment, Ministry of Finance to review bidding documents and advise on the application of legal mechanisms and policies on land, bidding, and aviation in Implement bidding packages under Project Component 4.
First of all, there are urgent items such as: Aircraft cleaning treatment area, maintenance of ground service vehicles No. 1, 2; Aviation catering areas No. 1, 2; Aircraft maintenance and repair areas No. 1, 2, 3, 4.
Bidding documents must select investors that meet the criteria of financial capacity, technical technology, and management to ensure the provision of services of international quality as soon as Long Thanh airport comes into operation. in phase 1.
Regarding the airline operating center bidding package, the Deputy Prime Minister requested the Ministry of Transport and the Vietnam Aviation Administration to urgently bid and select investors to deploy according to the critical schedule and in accordance with the requirements. basic design, architecture, function.
The Ministry of Transport reviewed all other items of Project Component 4 that must be implemented in phase 1 such as cargo terminal, express delivery terminal, freight forwarding warehouse, airport city, energy system. solar power, fuel pipeline system.
At the same time, agreed with the Committee for Management of State Capital at Enterprises to assign ACV to preside over investment implementation, to form a synchronous mining ecosystem.
Requesting the Ministry of Transport to build a critical path for the implementation of items of Project Component 4, the Deputy Prime Minister requested the ministry's leaders to work with the leaders of the Ministry of Agriculture and Rural Development, the Ministry of Health, and Dong Nai province to handle the matter. Completely complete the items of Project Component 1 that have not been implemented.
The Deputy Prime Minister directed the Ministry of Transport to preside over and coordinate with the Ministry of Planning and Investment and ACV to report on the implementation of the Long Thanh International Airport construction investment project phase 1 and submit it to the Government.
