The Government has issued Decree No. 347/2026/ND-CP dated September 8, 2026 amending and supplementing a number of articles of 4 Decrees. In which, noteworthy is the content amending Decree No. 282/2025/ND-CP dated October 30, 2025 regulating penalties for administrative violations in the fields of security, order, social safety; prevention and combat of social evils; prevention and combat of domestic violence.
Decree No. 347/2026/ND-CP amends and supplements point d, clause 2, point b, clause 3, point d, clause 4, Article 10 of Decree No. 282/2025/ND-CP on sanctioning violations of regulations on registration and management of residence.
Accordingly, a fine of 2-4 million VND shall be imposed on accommodation business establishments, collective houses, medical facilities, tourist accommodation establishments, accommodation establishments in industrial parks and other establishments with accommodation functions that do not notify accommodation for 1 to 3 occupants.
A fine of 4-8 million VND shall be imposed on accommodation business establishments, collective houses, medical facilities, tourist accommodation establishments, accommodation establishments in industrial parks and other establishments with accommodation functions that do not notify accommodation for 4 to 8 occupants.
A fine of 8-12 million VND shall be imposed on accommodation business establishments, collective houses, medical facilities, tourist accommodation establishments, accommodation establishments in industrial parks and other establishments with accommodation functions that do not notify accommodation for 9 or more residents.
Decree No. 347/2026/ND-CP takes effect from September 15, 2026.
Meanwhile, Article 64 of Decree No. 339/2026/ND-CP stipulates violations of housing transaction management.
1. A fine of between VND 60,000,000 and VND 80,000,000 shall be imposed for one of the following acts:
a) Renting worker accommodation in industrial parks to subjects not in accordance with regulations;
b) Renting worker accommodation in industrial parks that does not comply with the conditions as prescribed, except for the cases specified in point a of this clause;
c) Renting worker accommodation in industrial parks not according to the price frame prescribed by the Provincial People's Committee;
d) Renting worker accommodation in industrial parks without making a house rental contract as prescribed.
2. A fine of between VND 80,000,000 and VND 120,000,000 shall be imposed for one of the following acts:
a) The lessee or lease-purchaser of social housing does not use the housing for residential purposes for themselves and family members during the lease or lease-purchase period;
b) The buyer or lease-purchaser of social housing resells the house not in accordance with regulations;
c) Collecting advance money from social housing buyers not in accordance with regulations;
d) The lessee of worker accommodation in the industrial park subleases or transfers the lease contract in violation of regulations.
