Transferring 2 hectares of protective forest to exploit leveling soil
According to the submission of the Gia Lai Provincial People's Committee, the area of 2 hectares of protective forests originating from planted forests is proposed to be converted to serve the project of exploiting soil for filling materials at the QN05 mine (Quy Nhon Tay ward).
The Provincial People's Committee believes that the demand for land for traffic works, residential areas, industrial parks, etc. is increasing in the context of rapid economic development and urbanization. The exploitation of this area is necessary and urgent.

The proposed exploitation area is outside the national forestry planning for the period 2021-2030, with a vision to 2050 approved by the Prime Minister; at the same time, it is consistent with the land use planning of the old Quy Nhon City and the mineral planning of Gia Lai Province.
Speaking at the meeting, Mr. Rah Lan Chung - Chairman of the Gia Lai Provincial People's Council - emphasized that the Provincial People's Council has reviewed, discussed and decided on many important contents such as: adjusting and supplementing the medium-term public investment plan for the period 2021-2025; the public investment plan for 2025; adjusting and allocating funding for the implementation of national target programs, including the 2025 Sustainable Poverty Reduction Program for communes and wards...
Notably, the session considered and approved the policy of changing the purpose of using 2 hectares of protective forests to exploit soil for filling materials. The conversion dossier has been carefully prepared by the Provincial People's Committee, ensuring compliance with legal procedures and processes; the People's Council committees have closely reviewed and the Standing Committee of the Provincial People's Council discussed and gave opinions before submitting them to competent authorities for decision.
Commune level receives hundreds of projects after abandonment at district level
The session also passed a Resolution to adjust the focal points for implementing many public investment projects and national target programs.
According to the approved resolution, there are 56 projects with a total capital of more than VND 3,100 billion previously assigned to the Regional Project Management Boards, now the implementation focal points have been adjusted. Of which, 4 projects (more than 381 billion VND) were transferred to the Provincial Construction Investment Management Board and 52 projects (more than 2,700 billion VND) were transferred to communes and wards.

In addition, 19 projects under the National Target Program for Socio-Economic Development of Ethnic Minorities and Mountainous Areas (total capital over 537 billion VND) and 15 projects under the New Rural Development Program (over 129 billion VND) were also assigned to the commune level for implementation.
In addition, 294 projects (294 billion VND) and 88 projects (more than 90 billion VND) previously assigned to the district level were also transferred to the commune level for direct implementation.
At the meeting, Mr. Tran Cang - Director of the Department of Finance of Gia Lai province - said that adjusting the capital allocation focal point will help rearrange management responsibilities, strengthen decentralization to the grassroots and improve the efficiency of public investment disbursement, associated with the two-level government.
"In which commune is the capital, the commune government is assigned to lead, direct and organize implementation. Eligible communes can establish a Project Management Board; in case of inadequate capacity or no professional unit, they can hire a management unit," said Mr. Cang.
