At the ceremony, Major General Pham Quang Tuyen, Deputy Director of the Department of Organization and Personnel, announced the Decision of the Minister of Public Security on the transfer of Major General Nguyen Ngoc Van - Director of Son La Provincial Police to take up the position of Mobile Police Commander from November 6, 2024.

Deputy Minister Nguyen Ngoc Lam affirmed that Major General Nguyen Ngoc Van is a cadre with good political qualities and ethics; has basic training in law, politics, and profession; has internal solidarity, has prestige with local Party committees and authorities; has leadership capacity, ability to oversee and manage the unit; has experience in many fields of work, has practical experience in directing professional work in both Security and Police; has a high sense of responsibility for work, and successfully completes assigned duties and tasks.
Deputy Minister Nguyen Ngoc Lam said that Major General Nguyen Ngoc Van being assigned to work and hold the position of Mobile Police Commander is an honor, but also a heavy responsibility assigned by the Central Public Security Party Committee and the leadership of the Ministry of Public Security.

Major General Nguyen Ngoc Van was born in 1976, his hometown is Viet Tri City, Phu Tho Province. He has a PhD in Law, People's Police University, majoring in Investigation Police; Senior Political Theory.
During his career, Major General Nguyen Ngoc Van has held the positions of Deputy Head of Department, Head of Department, Head of District Police; Deputy Director of Phu Tho Provincial Police.
From November 2019 to October 2024, Major General Nguyen Ngoc Van was transferred and appointed to the position of Director of Son La Provincial Police.
