On July 11, at the Government Headquarters, Politburo Member, Prime Minister Le Minh Hung attended the ceremony to commend the Delegation of the Vietnam People's Army and the Vietnam People's Police for supporting Venezuela in overcoming the consequences of the earthquake and completing the task of returning home.
At the ceremony, on behalf of Party and State leaders, Prime Minister Le Minh Hung awarded the Second-class Fatherland Protection Order to the Department of Rescue and Relief (General Staff); awarded the Second and Third-class Fatherland Protection Orders to collectives at the commendation ceremony.
General Phan Van Giang - Member of the Politburo, Deputy Prime Minister, Minister of National Defense awarded the Second and Third Class Fatherland Protection Orders to individuals at the commendation ceremony.

Speaking at the ceremony, the Prime Minister stated clearly that in recent years, immediately after natural disasters in some countries, Vietnam has quickly sent forces, sent vehicles, equipment and goods to participate in rescue, relief and humanitarian assistance.
Overcoming all difficulties, challenges, and dangers, our working delegations always achieve specific results in rescue and relief, leaving a deep impression of a responsible and compassionate Vietnam; leaving a beautiful impression of elite, courageous, professional, and humane rescue forces.
Those actions, those results are recognized and highly appreciated by the international community, the Government and the people of Venezuela.
In particular, the Acting President of Venezuela went to the barracks of the delegation to express his deep gratitude to the Party, State and People of Vietnam, and presented noble awards, including the Venezuelan Hero Medal to General Secretary and President To Lam, and the Venezuelan Hero Medal to members of the delegation.

The Prime Minister especially praised the officers and soldiers who directly performed duties in disaster areas. Despite facing dangers and working in harsh conditions, the comrades have spread the beautiful image of the People's Army and the Vietnamese People's Police; have made the image of Vietnam more beautiful, warmer, and more moving.
In which, amidst ruin, Vietnam brings hope; amidst loss, Vietnam brings sharing; amidst danger, Vietnam brings bravery; amidst pain, Vietnam brings affection.
On behalf of the Party, State and people of Vietnam, the Prime Minister sent his deepest condolences to the Government and people of Venezuela.

In the coming time, the Head of Government noted the need to raise awareness about rescue, relief and international humanitarian assistance. Identifying this as an important part of national capacity to respond to non-traditional security challenges; as a method of building trust, promoting foreign relations, expanding cooperation, and making positive contributions to peace, stability, and development in the region and the world.
Continue to build an elite, professional, mobile, and rapidly deployable international rescue and relief force. Continue to consolidate specialized teams with high qualifications in search and rescue, emergency medicine, disaster handling...
Focus on perfecting the command and coordination mechanism and inter-sectoral deployment. Have a unified coordination mechanism, fast decision-making process, clear force mobilization plans, specific responsibility assignments, and scenarios for each type of situation.
Invest synchronously in equipment, technology and strategic logistics. The Government will continue to prioritize investing in victim search vehicles, cutting and breaking equipment, field medical equipment, personal protective equipment; ensuring the best conditions of safety, health, psychology and logistics for officers and soldiers on duty.
