Accordingly, based on the capacity of cadres, civil servants, public employees, and redundant workers of agencies and organizations arranged by commune-level administrative staff, they will be considered for recruitment, transfer, or transfer to work at the commune level. agencies and units in the political system at the district level and in other localities in the city according to task requirements.
For officials and civil servants who have reached retirement age or are close to retirement age, Hanoi provides leave according to the law; Officials who wish to quit their jobs or transfer jobs are also promptly resolved.
At the same time, Hanoi arranges and mobilizes officials to meet the requirements and standards from surplus to shortage areas within the same district-level administrative boundaries.
In addition to the central mechanisms and general policies for redundant officials; Hanoi has issued a Resolution of the City People's Council regulating the support regime for redundant cadres, civil servants, public employees, and part-time workers who take leave from work when arranging administrative positions.
Hanoi Department of Home Affairs said that thanks to the democratic, objective, and scientific implementation, up to now civil servants and part-time activists in localities have made arrangements with high consistency, and there have been no orders. letters, complaints, feedback to protest.
According to Resolution 17/2023/NQ-HDND of the Hanoi People's Council, commune-level cadres, civil servants, and public employees who are redundant and take time off work due to the arrangement of commune-level administrative units are supported with 3 months of their current salary/person. including: coefficient salary, position allowance, extra seniority allowance, career seniority allowance (if any);
Persons working part-time at the commune level who are redundant due to the arrangement of commune-level administrative officers who take a leave of absence from work within 12 months from the date of placement decision from the competent authority are supported for each year of working in their current position. hold (excluding concurrent positions) 1 month of current allowance at the time of leaving work, if there are an odd number of months of 6 months or less, 1/2 month of the current allowance will be enjoyed, an odd number of months from 7 months to less than 12 months is counted as 1 year.
At the 16th meeting in mid-May 2024, the Hanoi People's Council approved the project to arrange administrative units at district and commune levels in Hanoi for the period 2023-2025.
