Mr. Tran Thanh Man, Politburo member, Chairman of the National Assembly of the Socialist Republic of Vietnam, on behalf of the Politburo attended and directed the Congress.
The Congress was also attended by Mr. Le Minh Hung - Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Committee, along with many leaders of ministries, departments, revolutionary veterans, Heroic Vietnamese Mothers, Heroes of the People's Armed Forces; leaders and former leaders of Can Tho City, Soc Trang Province, and Hau Giang Province through the ages.
The Congress summoned 485 official delegates, representing more than 143,000 party members in the entire City Party Committee summoned to attend the Congress.
The theme of the Congress is identified as: "Promoting the tradition of solidarity; building and rectifying the Party and the political system to be clean and strong in all aspects; mobilizing all resources, breakthroughs, creativity, international integration, developing Can Tho city quickly, sustainably and modernly". The motto of the Congress is: "Solidarity - Democracy - Discipline - Breakthrough - Development".
The Congress will take place on September 27 and end on the morning of September 28, 2025, with the following contents: Presenting the opening speech; draft political report; draft review report of the Can Tho City Party Committee for the 2020-2025 term; report synthesizing comments on the draft contribution to the documents of the 14th National Party Congress and the documents of the 1st Can Tho City Party Congress for the 2025-2030 term; giving directives to the Politburo; discussing political reports and documents of the 14th National Congress; launching the Can Tho City Party Committee for the 2025-2030 term and making determination; launching the Delegation to attend the 14th National Congress and promising; approving the Congress.
The draft Political Report sets out 28 targets, including: Economic targets (8 targets); social (7 targets); environment (4 targets); infrastructure development (3 targets); Party building and the political system (3 targets); national defense, security, foreign affairs (3 targets). At the same time, identify 5 key tasks, 3 breakthroughs and 10 groups of solutions for the 2025-2030 term.
Regarding personnel work, based on Directive No. 45-CT/TW dated April 14, 2025 of the Politburo and regulations and instructions of the Central Committee, the Congress will not elect the City Party Executive Committee, the Standing Committee of the City Party Committee, the Inspection Committee of the City Party Committee for the 2025-2030 term and the Delegation attending the 14th National Congress, but will be appointed by the Politburo and the Secretariat.
At the Congress, personnel decisions will be announced. Human resources are prepared closely, democratically, fairly, objectively, and in accordance with procedures, ensuring inheritance, continuous innovation and development, meeting the requirements of tasks in the new period.
At the adjournment session on the afternoon of September 26, delegates voted to approve the official working session; elected the Congress Presidium; elected the Congress Secretariat; elected the Delegation of Delegation status Inspection Committee. At the same time, the working regulations of the Congress were approved; the discussion groups were arranged; the group leaders, deputy group leaders, and secretaries were assigned; and instructions for the activities of delegates.
