The Congress was attended by 485 official delegates (including 96 female delegates, accounting for 19.79%; 19 delegates were ethnic minorities, accounting for 3. 90%), representing more than 141,000 party members of 109 Party Committees under the Can Tho City Party Committee. The delegates are of course 79 members of the current City Party Committee, the delegates are appointed as 406 comrades. The guest delegates were about 70 people.
The admission session was approved for the official working session; elected the Congress Presidium; elected the Congress Secretariat; elected the Delegation of Delegation status Inspection Committee. At the same time, the working regulations of the Congress were approved; the discussion groups were arranged; the group leaders, deputy group leaders, and secretaries were assigned; and instructions for the activities of delegates.
The 1st Congress of the Can Tho City Party Committee, term 2025-2030, will work on the official session from 7:30 a.m. on September 27 to the end of the morning of September 28, 2025, with the following contents: Presenting the opening speech; draft political report; draft review report of the Can Tho City Party Committee Executive Committee for the term 2020-2025; report synthesizing comments on the draft documents of the 14th National Party Congress and documents of the 1st Can Tho City Party Congress, term 2025-2030; giving instructions to the Politburo; discussing the political report and documents of the 14th National Congress; launching the Can Tho City Party Committee Executive Committee for the term 2025-2030 and resolving to submit to the 14th National Party Congress Delegation; presenting the delegation to the 14th National Party Congress and the entire Congress; promising to pass the Resolution of the 14th National Congress.
The theme of the Congress is identified as: "Promoting the tradition of solidarity; building and rectifying the Party and the political system to be clean and strong in all aspects; mobilizing all resources, breakthroughs, creativity, international integration, developing Can Tho city quickly, sustainably and modernly". The motto of the Congress is: "Solidarity - Democracy - Discipline - Breakthrough - Development".
The draft Political Report sets out 28 targets, including: Economic targets (8 targets); social (7 targets); environment (4 targets); infrastructure development (3 targets); Party building and the political system (3 targets); national defense, security, foreign affairs (3 targets). At the same time, identify 5 key tasks, 3 breakthroughs and 10 groups of solutions for the 2025-2030 term.
Regarding personnel work, based on Directive No. 45-CT/TW dated April 14, 2025 of the Politburo and regulations and instructions of the Central Committee, the Congress will not elect the City Party Executive Committee, the Standing Committee of the City Party Committee, the Inspection Committee of the City Party Committee for the 2025-2030 term and the Delegation attending the 14th National Congress, but will be appointed by the Politburo and the Secretariat.
At the Congress, personnel decisions will be announced. Human resources are prepared closely, democratically, fairly, objectively, and in accordance with procedures, ensuring inheritance, continuous innovation and development, meeting the requirements of tasks in the new period.
A new point in organizing the Congress is to promote the application of information technology in many important stages: Management and issuance of electronic documents; registration and appointment of delegates; operation of some working sessions via the electronic system. In particular, deploy on the Can Tho Smart App the section "The First Can Tho City Party Congress" to serve information work, expand the scope of dissemination to the Congress; provide documents, receive comments from cadres, party members and people, and support reporters in accessing official documents.
