On the afternoon of May 19, at the Party Central Committee Headquarters, General Secretary and President To Lam chaired a working session with the Government Party Committee and relevant ministries and sectors on the implementation of Directive No. 34-CT/TW dated May 24, 2024 of the Secretariat on strengthening the Party's leadership over social housing development in the new situation.
Concluding the working session, General Secretary and President To Lam stated clearly that taking care of housing for the people is the good nature of our regime. Housing development must be placed in the overall mindset, not just of the construction industry, or poverty support policies.
This is an issue of inter-sectoral, inter-level, inter-regional involvement associated with urban planning, land, industry, public transport, labor market and population management.
Over the past time, the National Assembly, the Government and ministries, branches, and localities have made many efforts to improve institutions, issue policies, remove procedures and promote housing development.
However, housing policies in the new period must be designed with new thinking, new vision, ensuring that everyone has a place to live. Houses are for living, not for business or accumulating assets.
The General Secretary and President requested to place housing in the national urban development strategy. Each urban area, industrial park, economic zone, driving zone and growth corridor must plan housing associated with technical infrastructure and social services, cultural institutions, health, and education for people.
Housing planning must closely follow labor supply and demand. Where there are many workers, migrant workers, industrial parks, universities, hospitals and service forces, priority must be given to allocating land funds, infrastructure and appropriate social housing development mechanisms.
Vietnam's housing development model in the new period is not a housing subsidy model, nor is it left to the market. The State creates land funds, plans, provides financial support, and sets standards and regulations...
People have access to stable, safe housing suitable for their ability to pay and the right people; in which rental housing must become a long-term pillar.
From now to 2030, houses for sale are still necessary, but rental housing must be identified as a strategic pillar, especially in large cities, industrial parks, labor migrant areas and areas where house prices far exceed people's income levels.

The General Secretary and President requested to continue to improve and enhance the quality of institutional and legal regulations on housing to be submitted to the National Assembly at the 2nd Session. The State creates, plans, regulates taxes and credit and ensures fairness and controls against housing speculation.
Localities review land funds and complete housing planning for their localities, proactively clear ground, prepare clean land funds for policy housing, and create all favorable conditions for investors.
The Ministry of Finance and the State Bank of Vietnam need to coordinate with relevant ministries and sectors to introduce a financial mechanism for long-term policy housing.
It is necessary to research and have policies to accelerate the development of the apartment rental market and encourage the private sector and non-profit organizations to participate in building, financing capital and managing cheap rental apartments.
At the same time, strictly and transparently control the subjects buying houses, not allowing speculation and making money; it is necessary to strictly control the beneficiaries of housing policies, the mechanism of buying and selling, not allowing the situation of housing becoming speculative assets. Not allowing housing policies to be exploited for personal gain. Civil servants and party members must set an example in seriously implementing policies and guidelines on housing.
The General Secretary and President assigned the Government Party Committee to study and develop housing development policies according to a new model, in accordance with the Constitution, policies of the Party, the State and the needs of the people to submit to the National Assembly.
