Continuing the program of the First Session, the 16th National Assembly will continue phase 2 starting from April 20 - April 23 (reserve for April 24 and 25, 2026).
On the first day (April 20), the National Assembly will listen to the Minister of Culture, Sports and Tourism, authorized by the Prime Minister, present the Submission on the draft Resolution of the National Assembly on a number of breakthrough mechanisms and policies for Vietnamese cultural development.

Also on the same day, the Minister of Home Affairs, authorized by the Prime Minister, presented a report on the establishment of Dong Nai city directly under the Central Government.
The Minister of Justice, authorized by the Prime Minister, presented a report on the draft Resolution of the National Assembly on piloting the institution of public lawyers.
Chairman of the National Assembly's Law and Justice Committee presented the thẩm tra report on 02 drafts: Resolution of the National Assembly on the establishment of Dong Nai city directly under the Central Government; Resolution of the National Assembly on piloting the institution of public lawyers.
The National Assembly also listened to the Minister of Public Security, authorized by the Prime Minister, present the Submission on the draft Resolution of the National Assembly on specific mechanisms and policies to handle violations of land law by organizations and individuals that occurred before the 2024 Land Law took effect and solutions to continue removing difficulties and obstacles for backlog and prolonged projects.
The Chairman of the National Assembly's Economic and Finance Committee presented an appraisal report on the draft Resolution of the National Assembly on specific mechanisms and policies to handle violations of land law by organizations and individuals occurring before the 2024 Land Law takes effect and solutions to continue removing difficulties and obstacles for backlog and prolonged projects.
In the morning, the National Assembly will discuss in groups about the draft Resolution of the National Assembly on a number of breakthrough mechanisms and policies for Vietnamese cultural development.

In the afternoon, the National Assembly discussed in the hall on supplementary assessment of the results of the socio-economic development plan and state budget in 2025; the situation of socio-economic development plan and state budget implementation in the first months of 2026.
5-year socio-economic development plan 2026-2030; work on practicing thrift and combating wastefulness in 2025; the situation of implementing the national target on gender equality in 2025.
After that, government members spoke to explain and clarify some issues raised by National Assembly deputies.
On April 21, the National Assembly continued to discuss in the hall some contents on April 20.
Along with that, the National Assembly will also discuss in the hall the medium-term public investment plan for the period 2026-2030; the national 5-year financial plan for the period 2026-2030; the public debt borrowing and repayment plan for the period 2026-2030; approving the finalization of the state budget for 2024.
