The Government issued Decree No. 94/2026/ND-CP dated March 31, 2026, regulating training and testing activities for drivers.
In which, noteworthy are the regulations on standards and procedures for issuing certificates for driving practice teachers.
Regarding the standards for driving teachers, Article 10 of the Decree stipulates as follows:
Theoretical teachers meet the following standards:
Having an intermediate diploma or higher in one of the majors of law, automotive technology, automotive engineering technology, automotive assembly or other occupations with training content in law or automotive majors accounting for 30% or more.
Having one of the following diplomas or certificates of pedagogical professional qualifications:
Bachelor's degree in teacher training or higher; Diploma from pedagogical college, pedagogical technical college.
Pedagogical certificate for vocational training to teach elementary vocational level; Pedagogical professional certificate to teach elementary level; Pedagogical fostering certificate level 1 or higher.
Driving practice teachers meet the following standards:
Diploma of professional secondary school or vocational secondary school or professional degree or higher.
Have a driver's license of the corresponding class or higher than the training vehicle class.
Having one of the following diplomas or certificates of pedagogical professional qualifications:
Bachelor's degree in teacher training or higher; Diploma from pedagogical college, pedagogical technical college.
Pedagogical certificate of vocational training teaching elementary vocational level; Pedagogical professional certificate teaching elementary level; Pedagogical fostering certificate level 1 or higher;
Having been trained in professional driving practice according to the framework program specified in Appendix II attached to this Decree.
