National Assembly discusses the establishment of Quang Ninh city and Bac Ninh city

On August 12, at the first Extraordinary Session, the National Assembly will discuss in the hall the establishment of Quang Ninh city and the establishment of Bac Ninh city.

According to the expected program, the National Assembly will discuss in the hall on the investment policy of the Ring Road 5 - Hanoi Capital Region Investment Project.

National Assembly deputies will discuss adjusting the investment policy of the Lao Cai - Hanoi - Hai Phong railway line investment project.

After the National Assembly deputies discussed, the Minister of Construction will speak to explain and clarify some issues raised.

Also in the morning, the National Assembly discussed in the hall the establishment of Quang Ninh city and the establishment of Bac Ninh city.

The Minister of Home Affairs will speak to explain and clarify some issues raised by National Assembly deputies.

Notably, in the afternoon of the same day, the National Assembly spent a session discussing in the hall the draft Law amending and supplementing a number of articles of 10 laws related to administrative procedures and business conditions in the fields of agriculture and environment.

According to Member of the Party Central Committee, Minister of Agriculture and Environment Trinh Viet Hung, the draft Law aims to fully institutionalize the Party's policy on cutting and simplifying administrative procedures and business conditions.

At the same time, the draft Law also aims to promote decentralization, improve the effectiveness and efficiency of state management, create a healthy and fair business environment, and promote innovation.

The draft Law consists of 12 articles, of which Articles 1 to 10 regulate the amendment of each law; Article 11 regulates implementation and Article 12 regulates transitional clauses.

Regarding content, the draft Law amends and supplements 8 laws to cut 40 administrative procedures, simplify 12 administrative procedures and cut 40 business conditions.

At the same time, the project to amend 4 laws aims to delegate 24 administrative procedures from the Ministry of Agriculture and Rural Development (formerly) to the Chairman of the Provincial People's Committee for implementation.

In addition to the two key contents of reducing procedures and delegation of power, the project also amends a number of related regulations to ensure consistency and synchronization between laws, without generating new policies.

The Government proposes that the Law take effect from January 1, 2027. Guiding documents for implementation have been developed to ensure that they are promulgated and take effect simultaneously with the Law.
