On January 12, Standing Vice Chairman of Hanoi People's Committee Duong Duc Tuan signed and issued a decision regulating the number of Self-Defense Teams and the number of members of Self-Defense Teams in communes and wards in Hanoi City.
Accordingly, the city established 5,536 Civil Defense Teams in Hanoi (each village and residential group established 1 Civil Defense Team); the number of members in 1 Civil Defense Team is from 10 - 20 people (including 1 Team Leader; 1 Deputy Team Leader; team members from 8 - 18 people).
For villages and residential groups with 500 households or more with a maximum of 18 team members; villages and residential groups with 350 households to less than 500 households with a maximum of 13 team members; villages and residential groups with less than 350 households with a maximum of 8 team members.
In case it is necessary to increase or decrease the number of Self-Defense Teams and the number of members of Self-Defense Teams, the chairmen of the People's Committees of communes and wards shall report to the Chairman of the City People's Committee for consideration and decision on specific adjustments to the number of Self-Defense Teams and the number of members of Self-Defense Teams to ensure compliance with the provisions of Point c, Clause 1 and Clause 2, Article 4 of Resolution No. 45/2025/NQ-HDND dated September 29, 2025 of the Hanoi People's Council.
