Improving the capacity of commune-level cadres and civil servants

The Politburo and the Secretariat have just issued Conclusion No. 127-KL/TW on the implementation of research and proposals to continue to reorganize the apparatus of the political system. In particular, it clearly states the requirement to study the orientation of merging some provincial-level units, not district-level organizations, merging some commune-level units.

Implement the 2-level local model (party organization, government, union) to ensure streamlining, efficiency, effectiveness, and efficiency. Up to now, local police have completed the organization of the two-level apparatus of provinces and communes, not organizing district-level police, many localities have put into operation this model.

At the 42nd session of the National Assembly Standing Committee, Politburo member and National Assembly Chairman Tran Thanh Man emphasized that in the coming time, "commune level will be very strong" because receiving more functions and powers when inspectors and district-level police will no longer exist, along with that, some other agencies will continue to be rearranged.

Emphasizing expectations for the innovation and effectiveness of commune-level government when not organizing at the district level, National Assembly Delegate (NAD) Pham Van Hoa (Dong Thap Delegation) said that it is necessary to first ensure the quality of commune-level cadre resources. It is necessary to increase the payroll for the commune level to undertake the duties, tasks and a large number of assigned tasks.

Mr. Hoa proposed that it is necessary to perfect the mechanism and policy for connecting the team of commune-level cadres and civil servants with the team of cadres, civil servants and public employees under one public service regime. Improve the capacity of commune-level cadres through in-depth training on financial management, planning, and public policies.

In addition, ensure financial and human resources so that the commune government is qualified to perform its tasks. Build a mechanism for strict supervision and inspection, ensuring that the commune level is empowered but not abused.

Reducing the intermediate elevation, creating convenience for people

According to Mr. Nguyen Tien Dinh - former Deputy Minister of Home Affairs, one of the biggest advantages of removing the district level is reducing the intermediate level, helping to shorten the decision-making process and increase the effectiveness and efficiency of management.

When removing the district level, the province will directly manage and direct the commune and town-level units, thereby creating unity in implementing policies, avoiding the situation of "cutting" or overlapping in management.

In addition, this model also enhances local autonomy, when the provincial level has greater authority in deciding on development issues. This is in line with the trend of stronger decentralization and delegation of power, helping provinces to be flexible in management without having to wait too many decisions from superiors.

At the same time, the commune and ward levels will also be empowered more, becoming state management units truly close to the people, instead of only playing an intermediary role as before.

Mr. Dinh said that to take advantage of these advantages, the restructuring of the apparatus must be accompanied by institutional reform, training a team of qualified staff to manage on a larger scale, as well as strongly applying information technology to ensure the government operates smoothly and effectively.

The Constitution will have to be amended if the district level is abolished

Vice Chairman of the National Assembly's Committee on Law and Justice Nguyen Phuong Thuy said that the Politburo's conclusion sets out new requirements and new tasks for continuing to reorganize the apparatus, especially for localities; in which the requirement for studying the removal of district level, which is the intermediate administrative level is proposed.

"The results of this study will have to be reported to competent authorities and if there are instructions on the implementation of the district-level reorganization plan, the amendment of the Constitution will have to be considered," said Ms. Thuy.
