As soon as information about the mining accident at Hon Gai Coal Company - TKV in Quang Ninh province was received, Prime Minister Pham Minh Chinh signed Directive No. 74/CD-TTg on July 30, 2024, directing relevant units to address the aftermath and take timely measures to prevent similar accidents.
Accordingly, the serious mining accident occurred at 22:10 on July 29, 2024, causing the death of 5 workers. The initial cause was identified as a sudden collapse of coal and rock in the mine.
Upon receiving information about the accident, the Prime Minister sent his heartfelt condolences to the families and relatives of the victims; at the same time, he directed the leaders of Quang Ninh province and the leaders of Vietnam National Coal and Mineral Industries Group (TKV) to go directly to the accident site to oversee the aftermath and visit the families of the victims.
To address the aftermath and take timely measures to prevent similar accidents, the Prime Minister requires:
The Chairman of the Quang Ninh Provincial People's Committee to promptly organize thorough visits and timely support to encourage the families of the deceased victims and handle related procedures;
Continue to direct the provincial police and relevant forces to promptly investigate and clarify the cause, promptly address the aftermath of the accident, clarify the responsibilities of related organizations and individuals, and strictly handle violations (if any);
Direct to strengthen inspection and supervision, promptly detect and handle violations of labor safety regulations in coal mining activities, and prevent similar incidents.
The Ministry of Industry and Trade, in coordination with the State Capital Management Committee at enterprises, directs TKV to thoroughly review regulations, standards, mining, and operation procedures of mines, promptly address existing issues, and ensure absolute safety for workers.
The State Capital Management Committee at enterprises directs TKV to closely coordinate with the relevant forces of Quang Ninh province to promptly address the aftermath of the accident, provide timely material and spiritual support to the families of the victims, and fully implement policies for the victims as per regulations.
Coordinate with the functional units of the Ministry of Industry and Trade to review regulations, standards, mining, and operation procedures of mines within the Group, ensuring absolute safety for workers in production.
The Ministry of Natural Resources and Environment performs state management of mineral activities, basic geological investigation, mineral monitoring, and geological hazard monitoring to have timely solutions, preventing similar labor accidents in coal mining activities in the future.
The Chairman and General Director of TKV proactively review regulations, standards, mining, and operation procedures of mines within the Group, promptly addressing limitations.
The mining process needs to focus on monitoring, supervising, and evaluating changes in the structures of coal seams and mines to have timely solutions, preventing labor accidents, and ensuring absolute safety for workers in coal mining activities.
Assign Deputy Prime Minister Tran Luu Quang to directly go to the accident site to direct the ministries and relevant agencies to promptly address the aftermath of the accident and timely encourage and console the families and relatives of the victims.
