On the afternoon of October 15, in Can Tho City, a conference was held to discuss solutions to promote the implementation of the Project on sustainable development of 1 million hectares of high-quality, low-emission rice cultivation associated with green growth in the Mekong Delta region by 2030.
Concluding the conference, Politburo member and Prime Minister Pham Minh Chinh acknowledged the efforts of the Ministry of Agriculture and Rural Development (MARD) and 12 localities in the Mekong Delta region in implementing the Project and achieving some initial results.
At the conference, Prime Minister Pham Minh Chinh raised many issues of orientation and specific tasks and solutions.
Prime Minister Pham Minh Chinh said that we must breathe life into rice plants with digital technology, green development, circular economy, sharing economy, knowledge economy, innovative science and technology. And we must love rice plants as we love ourselves. Love what we love most in life, from there we can create a revolution for rice plants in the Mekong Delta.
In addition, resource mobilization must be diversified, including central resources, local resources, public-private partnership resources, borrowed resources, bond issuance, socialized resources, and people's resources to be successful. The Prime Minister said that resource use must be scientific and effective, eliminating the mechanism of asking for and giving, subsidies, and eliminating cumbersome administrative procedures.
To effectively implement the Project, Prime Minister Pham Minh Chinh requested to promote the combined strength of the political system, first of all, the self-reliance of localities; mobilize the people's strength, make history for the people; accelerate, break through, achieve the target of 1 million hectares of high-quality, low-emission rice to achieve 14-15 million tons of rice, 9-10 million tons of rice from this Project before 2030 as soon as possible.
Regarding tasks and solutions, Prime Minister Pham Minh Chinh stated that planning must be stable and long-term to develop rice. With the principle of high quality and low emissions, applying science and technology to build a high-quality rice brand for the high-quality consumer segment, only then will the Mekong Delta region be worthy of its stature.
Prime Minister Pham Minh Chinh also noted that it is necessary to develop enterprises, connect enterprises with localities, cooperatives, and farming households to produce, process, and consume rice; and develop many rice products.
Prime Minister Pham Minh Chinh pointed out that it is necessary to build a brand for high-quality rice, assigning localities, enterprises, the Ministry of Science and Technology, and the Ministry of Agriculture and Rural Development to build regional and world-class brands; along with that are designs, packaging, growing area codes, and geographical indications.
The Prime Minister said it is necessary to develop infrastructure and strengthen human resource training in the Mekong Delta region to serve the development of high-quality, low-emission rice associated with green growth.
