On July 29, Member of the Party Central Committee, Vice Chairwoman of the National Assembly Nguyễn Thị Thanh chaired the meeting on "Innovating the election mechanism of National Assembly deputies and People's Council deputies at all levels".
The report presented at the meeting stated that the draft Proposal consists of 4 parts: The necessity, basis, purpose, and requirements for building the Proposal; the current state of the election mechanism for National Assembly deputies and People's Council deputies from 2013 to present; viewpoints, objectives, and solutions for innovating the election mechanism for National Assembly deputies and People's Council deputies; and the organization of implementation.
Accordingly, the content of the Proposal "Innovating the election mechanism of National Assembly deputies and People's Council deputies at all levels" has addressed the concept of innovating the election mechanism, clarified responsibilities, operational methods, and the coordination relationship between agencies, organizations, and institutions in leading, directing, and organizing activities related to the preparation and organization of the election process.
The Proposal also clarifies the achievements, existing issues, and limitations in leading, directing, guiding, and organizing election work related to the contents of citizens' voting rights, candidacy rights, the process of organizing elections from consultation, selection, introduction, collecting voters' opinions on candidates, information, propaganda, and ensuring security, order, and social safety, the election methods of election management organizations, etc.
At the same time, it outlines solutions to continue improving the Party's leadership mechanism in election work, continue perfecting election laws, and propose the completion, amendment, and supplementation of some guiding documents.
The delegates attending the meeting highly appreciated the Steering Committee for issuing the Plan for building and outlining the Proposal, issuing the Plan for summarizing the implementation of the Law on Election of National Assembly deputies and People's Council deputies, and sending it to agencies, units, and localities to summarize the implementation of the Law and build the draft Proposal.
Some opinions also suggested considering expanding the form of consultation, thoroughly evaluating the difficulties and inadequacies in organizing the election work of National Assembly deputies and People's Council deputies at all levels in recent years, and based on that, making appropriate recommendations and proposals, supplementing international experiences on this issue.
In concluding the meeting, Vice Chairwoman of the National Assembly Nguyễn Thị Thanh praised the responsibility of the members of the Steering Committee for building the Proposal, the drafting team, and the support team for closely following the plan and progress in building the Proposal and drafting a meticulous and high-quality Proposal.
To continue completing the draft Proposal dossier, Vice Chairwoman of the National Assembly Nguyễn Thị Thanh suggested that the drafting team maximally absorb the opinions of the delegates at the meeting. In particular, attention should be paid to the contents included in the Proposal for implementation, ensuring feasibility and suitability with the economic, political, and social development situation of our country before submitting it to the Party Committee of the National Assembly for consideration and comments.
