83 communes and wards are supplemented with Vice Chairmen of People's Committees
The Ho Chi Minh City People's Committee has just issued a document sent to departments, branches, commune, ward, and special zone People's Committees, specifying the number of deputy heads at specialized agencies under the Ho Chi Minh City People's Committee; the number of Vice Chairmen of commune-level People's Committees.
There are 83 commune-level administrative units that are eligible to add one Vice Chairman of the People's Committee, raising the total to 3 Vice Chairmen of the People's Committee.
The criteria for considering supplementation include: Population scale from 50,000 people or more; wards with a natural area of 5.5 km2 or more, communes from 30 km2 or more and are key and complex areas in terms of security and order.
The remaining 84 commune-level administrative units continue to keep 2 Vice Chairmen of the People's Committee according to current regulations. Thanh An commune alone currently has 3 Vice Chairmen of the People's Committee because professional departments have not been established. After completing the organizational structure, Thanh An Commune People's Committee is responsible for rearranging to ensure the correct framework for 2 Vice Chairmen of the People's Committee.
Regarding the process of personnel supplementation, the People's Committees of communes and wards subject to additional increases, the Vice Chairman of the People's Committee must report to the Standing Committee of the Party Committee at the same level to request a policy. On that basis, the locality conducts a comprehensive review and assessment of the contingent of officials, determining the criteria for selecting on-the-spot personnel who meet the conditions and standards.
In case there is personnel who meet the requirements, the commune-level People's Committee reports to the Standing Committee of the Party Committee and sends documents to the Ho Chi Minh City People's Committee (through the Department of Home Affairs) no later than January 31st. The Department of Home Affairs will summarize and submit to the Standing Committee of the Party Committee of the City People's Committee to report to the Standing Committee of the City Party Committee for consideration and decision.
If there is no suitable personnel source on the spot, the commune-level People's Committee must also report according to the correct procedures and deadlines for competent authorities to consider the policy of strengthening and transferring officials from other places. After having a conclusion, the Chairman of the commune-level People's Committee introduces personnel for the People's Council of the same level to elect according to regulations.
Sharp reduction of Deputy Directors of Departments, completed in 2026
The Ho Chi Minh City People's Committee assigned the Department of Home Affairs to preside over and coordinate with the heads of specialized agencies under the Ho Chi Minh City People's Committee to review and advise on plans and roadmaps for arranging deputy heads, submitting them to the Standing Committee of the Party Committee of the City People's Committee to report to the Standing Committee of the City Party Committee, striving to complete them in 2026.
According to the new allocation framework, the Office of the Ho Chi Minh City People's Committee is arranged with a maximum of 10 deputy heads.
Some departments have a maximum of 8 deputy heads including: Department of Finance, Department of Agriculture and Environment of Ho Chi Minh City, Department of Construction, Department of Home Affairs.
The Departments of Education and Training, Health, Culture and Sports and the Ho Chi Minh City Inspectorate are assigned no more than 6 deputy heads.
The group of departments and branches has a maximum framework of 5 deputy heads including: Department of Justice, Department of Industry and Trade, Department of Science and Technology.
Departments of Planning - Architecture, Tourism, Ethnic Minorities and Religious Affairs are assigned a maximum of 3 deputy heads, and the Department of Food Safety alone does not exceed 2 deputy heads.
With the new regulatory framework, many departments in Ho Chi Minh City will have to significantly reduce the number of Deputy Directors.
For example, the Department of Agriculture and Environment of Ho Chi Minh City currently has 16 Deputy Directors, which will be reduced to 8. The Department of Construction of Ho Chi Minh City currently has 11 Deputy Directors, expected to be reduced to 8.
